HR Generalist

The City of Friendswood is currently accepting applications for a full-time HR Generalist in the Human Resource Department. This position will provide support to all City departments in all aspects of human resources management, including risk management, as part of a succession development plan. This position will be based at the Public Safety Building, resulting in frequent interactions with Public Safety employees.

Work Performed:

  • Serve as the primary administrator for HR software systems (PerformancePro, Tyler, Executime, Applicant Pro).
  • Maintain data integrity within the HR systems by ensuring accurate and timely entry of information.
  • Provide user support to employees and managers on HR software, including training sessions.
  • Ensure HR system security roles, permissions, and access are properly managed.
  • Keeps records of personnel transactions, including hires, promotions, transfers, performance reviews, and terminations, as well as employee statistics for government reporting purposes.
  • In collaboration with the HR team, conduct new hire orientation.
  • Report new hire data into vendor portals (TMRS, OAG) and HR systems.
  • Conducts and responds to wage surveys within the labor market to determine competitive wage rates.
  • Update employee files to document personnel actions, answer inquiries, and provide information to authorized persons.
  • Provide general secretarial/clerical support to the Human Resources/Risk Management division.

Risk Management Support

  • Shadow the Risk Manager to gain knowledge and experience as part of a succession development plan.
  • Assist in monitoring workplace safety and compliance with local, state, and federal regulations.
  • Support the coordination of liability, property, vehicle, and workers' compensation insurance claims.
  • Participate in accident investigations, safety audits, and inspections; assist in preparing related reports and documentation.
  • Help gather and analyze data for risk-related reporting, audits, and annual insurance renewals.
  • Assist in the development and communication of risk management policies, training, and safety initiatives.

Serve as a backup resource to the Risk Manager when needed.

Education and Experience:

  • High school diploma or G.E.D.
  • Three to five years of related experience. Some college coursework in HR or a related field is preferred.
  • Experience in Microsoft Office products, software, networks, and websites is required.
  • Certification in HR or Risk Management from a recognized institution is preferred but not required.

Skills, Knowledge and Abilities:

  • Knowledge of Human Resources, Payroll, Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Americans with Disabilities Act Amendment Act (ADAAA), Medical Privacy Act and Health Insurance Portability and Accountability Act (HIPAA) and General Employment Laws (State and Federal)
  • Ability to speak effectively before groups.
  • Bilingual in Spanish and English preferred.

This position may require 24 hour availability in emergency situations.
