**Key Qualifications and Experience:**

- Bachelor’s degree in Civil Engineering or a related field.
- Professional Engineer (PE) license required.
- Minimum of 4 years of experience in site development, transportation planning, design, permitting, and construction.

- Proficiency in preparing technical specifications, contract documents, and construction cost estimates.
