Job Description
The Solid Waste Superintendent performs difficult technical and intermediate administrative work overseeing the daily operations of the Village's Solid Waste Division. This position is responsible for planning, supervising, directing and controlling the safe and efficient operation of solid waste collections, recycling, and operations of residential household waste, vegetative waste, and bulk trash service, public trash receptacle services and commercial waste services; and performs other related duties as assigned. Work is performed under the direction of the Field Operations Manager with considerable latitude. Position manages a team of associate or technical employees through a subordinate crew leader.

PHYSICAL REQUIREMENTS
Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Duties may require intermittent lifting, carrying, pushing, and/or pulling of heavier objects (100+ pounds).
ENVIRONMENTAL REQUIREMENTS:
The employee is regularly exposed to outside weather conditions and may be subjected to unpleasant environmental factors, e.g., heat, humidity, inclement weather. Some tasks involve working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and observance of established safety precautions contribute to the prevention of injuries/accidents.

Job Description

Essential Functions
- Supervises staff, including hiring, evaluating performance, assigning tasks and projects, reviewing work and assisting staff with prioritization and completion of assignments, approving leave and overtime requests, evaluating performance and recommending and issuing disciplinary actions as needed, coaching and mentoring staff, and providing opportunities for growth through work assignments and training.
- Supports and actively promotes the Village's safety programs.
- Plans, organizes and directs the operations of the Solid Waste division, including household and commercial refuse collection, and pick up of public trashcans.
- Reviews and alters collection routes on a regular basis to ensure efficient operations and optimal residential/customer service.
- Monitors established collection routes and assigns work crews to ensure completion of daily tasks and balanced workloads. Ensures that crews are properly collecting and completing routes as assigned in accordance with established procedures.
- Prepares and makes recommendations for the Solid Waste division's annual operating budget, including staffing requirements, equipment and supply purchases, and service contracts; approves and monitors expenditures.
- Plans, schedules, selects or approves, and requisitions necessary equipment and related supplies.
- Performs office tasks, including but not limited to payroll entry, purchase requisitions, invoice approval, work orders, and document review.
- Promotes and delivers quality customer service to Village residents and customers; develops procedures for responding to complaints and emergencies in the field.
- Inspects completed work to ensure proper work performance.
- Cooperates with other Village Departments and Agencies as it relates to illegal dumping, code violations, community clean-ups, and other solid waste related activities.
- Ensures crews properly maintain and operate collection equipment. Schedules, monitors, and reviews maintenance and preventive maintenance on all assigned vehicles, equipment and power tools.
- Reviews pre-trip and post-trip inspection reports for each operator for completeness and accuracy, noting defects and ensuring those defects are reported to the fleet maintenance division for repair.
- Conducts on-site investigations pertaining to accidents, injuries, liability or safety incidents.
- Plans, develops and directs emergency debris cleanup services during hurricanes, storms and other disasters.
- When normal operations of Village departments are suspended or interrupted due to a declaration of a state of emergency, all employees will be deemed critical by the Village. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. This is a condition of employment.
Minimum Qualifications
- High School Diplomas or GED equivalent required.
- Minimum of three years professional experience in refuse and solid waste collection and disposal. One year of being in a supervisor or lead capacity preferred.
- Must hold and maintain a valid Florida Class "B" Commercial Driver's License (CDL).
- Extensive knowledge of the modern principles, practices and techniques of the collection, recycling and disposal of solid waste material.
- Knowledge of regulations relating to workplace safety, solid waste regulations and procedures, and other applicable state, county and local laws governing the collection and disposal of solid waste.
- Evidence of strong customer service skills, with an emphasis on treating others in an honest, ethical and impartial manner.
- Demonstrated ability to work with diverse groups and to communicate effectively and tactfully in both verbal and written exchanges.
- Ability to establish and maintain effective working relationships with representatives of other governmental agencies and outside contractors, subordinates, associates, code compliance staff, civic leaders, and the general public.
