Position Summary:

The City of Emporia is seeking a skilled and dedicated Solid Waste Manager to oversee all operations of the City’s Solid Waste Division, including the transfer station, residential and commercial waste collection, and recycling programs. This position ensures safe, efficient, and environmentally compliant solid waste services that meet the needs of residents, businesses, and regulatory agencies. The Solid Waste Manager reports to the Director of Public Works and works closely with other Public Works divisions to ensure operational efficiency and regulatory compliance.

Key Responsibilities:

• Manage day-to-day operations of the transfer station, waste collections, and recycling divisions.

• Develop and implement operational plans, schedules, and performance goals for staff and facilities.

• Ensure compliance with all applicable federal, state, and local environmental regulations, including KDHE requirements.

• Oversee waste disposal contracts, recycling agreements, and special waste handling procedures.

• Monitor division budgets, prepare financial reports, and recommend cost-effective solutions.

• Maintain safe working conditions and ensure staff receive required safety training.

• Collaborate with other Public Works divisions for shared resources and coordinated responses.

• Develop public education and outreach programs to promote recycling and waste reduction.

• Manage equipment procurement, maintenance schedules, and replacement planning.

• Lead, train, and evaluate division staff, promoting a culture of accountability and continuous improvement.

• Technical Expertise – Knowledge of solid waste management practices, transfer station operations, recycling processes, and equipment.

• Regulatory Compliance – Ability to interpret and apply KDHE, EPA, and OSHA regulations to daily operations.

• Leadership & Supervision – Proven ability to lead diverse teams, set clear expectations, and hold staff accountable.

• Budget & Resource Management – Experience developing budgets, monitoring expenses, and optimizing resources.

• Communication Skills – Strong verbal, written, and public speaking skills for internal coordination and public outreach.

• Problem-Solving – Capacity to assess operational issues quickly and implement effective solutions.

• Customer Service Orientation – Commitment to serving the community with responsiveness and professionalism.

Minimum Qualifications:

• Bachelor’s degree in Environmental Science, Public Administration, Business, or a related field OR equivalent combination of education and relevant experience.

• Ten (10) years of progressively responsible experience in solid waste operations, including five (5) years in a supervisory or management role.

• Valid Kansas driver’s license; CDL preferred or ability to obtain within 6 months.

• Certification in Solid Waste Management preferred (SWANA or equivalent).
