Distinguishing CharacteristicsAccounting Technician is a technical/supervisory class. Work involves the exercise of independent judgement in the analysis and interpretation of financial and statistical data which may include a wide variety of processes and accounts with varying degree of complexity/responsibility and involves supervision of Account Clerks or other clerical personnel. In contrast the Account Clerk III is at the leadworker/advanced journey level, performing less complex duties concerning single processes or accounts.
Positions in the Accounting Technician (Confidential) class are confidential in nature, in accordance with the County Employee Relations Ordinance, and are excluded from the representation unit which includes positions allocated to the regular class of Accounting Technician.
Examples of Duties, Knowledge, and AbilitiesNOTE: The following duties are typical of those performed by incumbents in this class series. Other related duties may also be performed; not all duties listed are necessarily performed by each individual.
• Prepares various accounting reports drawing on information from contracts, cases, leases, computer reports in order to (IOT) project future revenues/expenditures.
• Interprets and applies contracts, leases, and policies and procedures IOT meet mandated guidelines and ensure payments meet guidelines.
• Audits accounts by verifying balances against beginning and ending information IOT assure that the accounting principles and procedures are adhered to with the appropriate checks & balances confirming the integrity of the system.
• Researches accounts, error reports, payments, credits, and case files IOT ensure accounts balance, proper funds are distributed and expenditures are properly coded.
• Analyses, verifies and adjusts accounting data using various sources of information IOT reconcile/balance reports and accounts for further processing.
• Contacts and coordinates with departments and outside agencies IOT establish contracts, receive legal interpretation, establish procedures, resolve collection issues and identify resources.
• Researches and resolves difficult and complex customer service problems referring to rules, regulations, policies and procedures IOT meet customer needs.
• Explains policies and procedures IOT inform internal and external customers of correct process.
• Interprets work procedures IOT make decisions on difficult procedural problems.
• Supervises employees including planning, scheduling, and assigning the work, and time-off of staff IOT ensure work is completed.
• Evaluates the work of staff IOT ensure work standards are met and to determine training needs.
• Answers questions from unit staff on policies, procedures, directives or changes in laws and regulations, accounting theory and auditing IOT facilitate workflow.
• Resolves complex/difficult problems with technical aspects of line work IOT ensure work is completed and conforms to legal requirements.
• Creates spreadsheets, databases and report applications IOT track and access information.
• Acts as liaison to systems analysts and programmers, identifying and documenting system errors or deficiencies IOT create, improve, update, test, and maintain database system.
• Completes, reviews and approves various documents/forms IOT complete forms and financial documents, process requests, requests payments, process licenses or claims.
• Composes documents (memos, letters, forms) using personal computer ensuring correct grammar, punctuation, and spelling IOT produce legible, accurate and clearly understood documents.

• Prepare financial and accounting reports and statements in accordance with predetermined requirements
• Interpret, apply, and explain laws, regulations, rules, policies & procedures
• Calculate solutions to math problems involving addition, subtraction, division, multiplication, percentages, decimals and math problems involving basic algebraic expressions

Minimum QualificationsAny combination of training and experience which would provide the required knowledge and ability is qualifying. A typical way to obtain the requisite knowledge and abilities would be:
Either: 1.Completion of an accounting curriculum or accounting certificate program given by an accredited institution, university or college including courses in general accounting principles, auditing, cost accounting and business law.
ANDTwo years of responsible experience in the preparation and maintenance of accounting records which may include: processing billings/invoices on a computerized accounting system, preparation of reports analyzed by management or reconciling accounts, preparing and reconciling general ledgers, balance sheets, income statements, statements of cash flow and bank statements. Responsible for accounts payable and accounts receivable.
Two additional years of qualifying experience may be substituted for the required curriculum.
Or: 2.One year of experience in the class of Account Clerk III or Senior Office Specialist responsible for financial record keeping in Sacramento County service.
Or: 3.Two years of experience in the class of Account Clerk II or Office Specialist (Lv II) responsible for financial record keeping in Sacramento County service.
