The Opportunity:
This is a Limited Duration Assignment (LDA) expected to last up to two (2) years, but may end sooner. This position will support two separate but related grant Projects: the regional Chaku Manaqi-Lush (CML) project as Coordinator and the Multnomah County Help Me Grow (HMG) project as Liaison. Both roles will build and improve access to critical early childhood systems that support child and family health and development.
As the Program Specialist, you will:
- Participate in contractor meetings and training; provide information, resources and materials as part of training events, as needed.
- Assist in evaluating the program and identifying successful strategies for family engagement and connection to services and systems.
- Review federal, state and local laws, regulations and funding requirements concerning services and programs for Native communities.
- Assess programs and services to ensure a trauma-informed model that builds community capacity.
- Provide timely and complete communication to parents, internal partners, contractors and community, system, and funding partners.
- Conduct outreach in Multnomah County to expand awareness of resources.
- Develop excellent working relationships with referral partners such as hospitals, clinics, schools, and community-based organizations.
- Support clear and timely communication internally and with contractors about County policies, procedures, reporting and invoicing.
- Complete role appropriate contracting activities which include obtaining budgets and creating a Statement of Work.
- Participate in procurement activities for materials or items to be purchased in support of community events.
- Present to funding agencies and community-based organizations, preparing reports and materials as needed.
- Complete funding agency reports and check-ins on required timelines.

Minimum Required Qualifications/Transferable Skills:
- Education/Training: Equivalent to a bachelor's degree AND
- Experience: One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position.
- Other: Knowledge of and extensive experience with the Native American/Alaska Native community.
Preferred Qualifications/Transferable Skills:
- Training in Infant Mental Health and/or Substance Abuse.
- Experience supporting programs for parents with young children.
