Cybersecurity Lead Manager
ASRC Federal is seeking a qualified Cybersecurity Lead Manager to support a DoDEA client headquartered in Alexandria, VA. Onsite work is required, but some telework is possible upon government authorization.
Position Summary
The Cybersecurity Lead Manager will oversee the execution of cybersecurity and information technology initiatives in support of the Department of Defense Education Activity (DoDEA). This individual will support all five key objectives identified in the PWS, including RMF A&A Support, Cybersecurity Engineering, Vulnerability Management, Incident Response, and Technical Writing Support. As a key personnel role, the Cybersecurity Lead Manager will serve as the primary liaison between DoDEA leadership and the contractor team, ensuring that all tasks are delivered on time, within scope, and in compliance with DoD standards. The role requires deep subject matter expertise in cybersecurity, project management, and enterprise IT operations.
Key Responsibilities
- Lead the planning, execution, and delivery of all project phases related to IT and cybersecurity initiatives.
- Develop and maintain the Program Management Plan (PMP), including project schedules, staffing plans, and risk mitigation strategies.
- Coordinate and conduct regular status meetings and deliver weekly and monthly reports to the Government Contracting Officer’s Representative (COR).
- Ensure compliance with contract deliverables, performance objectives, and quality standards as outlined in the Performance Work Statement (PWS).
- Serve as the primary point of contact for communication with DoDEA leadership and other stakeholders.
- Manage contract staff, including scheduling, resource allocation, and performance oversight.
- Support program review briefings, including analysis of progress toward milestones, issues, risks, and service-level agreement compliance.
- Ensure secure handling of Government Furnished Equipment (GFE) and sensitive information.
- Coordinate across functional and technical teams to meet cybersecurity objectives.
- Ensure key personnel and team members meet all required certifications and clearance levels.
Required Qualifications
- Active SECRET security clearance.
- Project Management Professional (PMP) certification.
- Certified Information Systems Security Professional (CISSP).
- Cisco Certified Network Professional (CCNP).
- Minimum of 5 years of project management experience in a DoD or similarly complex environment.
- Direct experience supporting DoDEA or a closely similar DoD agency.
- Experience managing cross-functional teams and multiple concurrent projects.
- Familiarity with DoD cybersecurity programs, RMF processes, and compliance requirements.
- Strong leadership, organizational, and communication skills.
- Proficiency in Microsoft Office Suite and project management tools.
- Bachelor\'s degree and minimum 5 years\' experience.
Clearance Requirement
Active SECRET security clearance required. Must be a U.S. Citizen and meet DoD ADP Level II requirements.
