Overview

Proposal Program Planner - Indianapolis, IN. We are seeking a highly analytical and detail-oriented Proposal Program Planner to join our Operations team in Indianapolis, IN. This role is essential to the success of our proposal and production planning efforts, serving as a key liaison between estimating and manufacturing. In addition to estimating responsibilities, this position plays a critical role in planning manufacturing processes, forecasting factory workload, and preparing documentation that supports efficient and cost-effective execution of production and depot programs.

The ideal candidate will have a strong foundation in cost estimating within a manufacturing or depot environment, combined with the ability to write production routings, develop manufacturing plans, and support strategic decision-making through detailed workload forecasting.

Key Responsibilities

  • Develop and maintain production routings that define manufacturing operations, labor, and machine time required for assemblies and components
  • Write and maintain Manufacturing Program Plans (MPPs) to guide production strategy and execution
  • Forecast factory workload based on program demands, proposal volume, and capacity planning data
  • Approve and validate Basis of Estimate (BOE) documentation to ensure consistency, accuracy, and compliance with company and government standards
  • Analyze drawings, technical documents, and project scopes to understand requirements
  • Develop cost estimates and pricing models for competitive and sole-source federal proposals, including IDIQ task orders and full and open competitions
  • Analyze government solicitations and Statements of Work (SOWs) to determine estimating requirements
  • Collaborate with cross-functional teams including program management, contracts, technical leads, HR, and procurement to gather input for cost elements
  • Apply appropriate cost estimation techniques including bottom-up, top-down, and parametric modeling
  • Ensure compliance with FAR, DFARS, CAS, and internal pricing policies
  • Support cost volume development, including graphics, schedules, and backup documentation
  • Participate in cost reviews, audits, and fact-finding sessions with DCAA or government agencies as needed
  • Maintain and update cost estimating tools, labor rate databases, indirect rate assumptions, and escalation factors
  • Assess risks, identify cost-saving opportunities, and adjust estimates accordingly

Qualifications

  • Minimum 3–5 years of experience in a manufacturing or depot environment
  • Strong analytical and quantitative skills
  • Proficiency in Microsoft Excel (advanced level), including cost modeling and pivot tables
  • Knowledge of industry standards
  • Excellent written and verbal communication skills
  • Ability to work independently and as part of a collaborative team
  • Ability to work in a deadline-driven, high-volume proposal environment
  • Detail-oriented with strong organizational and time management skills
  • U.S. citizenship is required due to government contract requirements

Preferred Qualifications

  • Associate’s degree in Finance, Accounting, Business, Engineering, or related field
  • Experience working on proposals for major DoD agencies
