Job Summary:
The Coordinator of Recruiting, Personnel and Governance supports the day-to-day operations of the NCAA Division I compliance program at The University of Tulsa. This position plays a vital role in monitoring and educating internal and external constituents on NCAA, conference, and institutional rules and policies. The position is focused on key areas of recruiting, eligibility, amateurism, time management, and monitoring of athletic activities, while promoting a culture of compliance across all athletic programs.

Job Description
Job Summary:
The Coordinator of Recruiting, Personnel and Governance supports the day-to-day operations of the NCAA Division I compliance program at The University of Tulsa. This position plays a vital role in monitoring and educating internal and external constituents on NCAA, conference, and institutional rules and policies. The position is focused on key areas of recruiting, eligibility, amateurism, time management, and monitoring of athletic activities, while promoting a culture of compliance across all athletic programs.
Essential Functions (Responsibilities):
- Monitor and evaluate recruiting activities including campus visits, off-campus contacts, evaluations, and recruiting communications.
- Maintain accurate documentation and ensure compliance with NCAA Bylaws 13 and 11 as they relate to permissible recruiting personnel and activities.
- Assist with the review and certification of initial eligibility, including academic records and amateurism status in collaboration with the NCAA Eligibility Center.
- Communicate regularly with admissions, the registrar, and academic support staff to ensure timely certification of incoming student-athletes.
- Coordinate annual development and submission of sport-specific Time Management Plans.
- Confirm declared playing and practice seasons for each sport in accordance with NCAA Bylaw 17.
- Monitor daily and weekly activities to ensure compliance with start dates, competition limits, and permissible activity periods.
- Review and reconcile Countable Athletically Related Activities (CARA) and Required Athletically Related Activities (RARA) logs.
- Educate coaches, student-athletes, and staff on NCAA expectations around athletically-related and required time commitments.
- Review and approve all institutional and non-institutional camp/clinic requests.
- Assist with other duties including rules education programming, research, rules interpretations, internal audits and other functions as assigned.

Knowledge/Skill/Ability
- Excellent written and oral communication and organizational skills
- Willingness to adapt to constant rules changes
- Base knowledge of NCAA rules and regulations
- Ability to work closely with a diverse group of people
- Bachelor's degree and 0-3 years of experience working in collegiate athletics
- Experience with NCAA technology tools (LSDBi, RSRO) and compliance software (Teamworks Compliance + Recruiting, JumpForward, etc.)
Physical Demands
- Mobility: Ability to stand, sit, and walk for extended periods.
- Manual Dexterity: Use of hands and fingers for tasks like typing, writing, and handling materials.
- Postural Movements: May need to reach, stoop, bend, push, pull, kneel, or climb occasionally.
- Communication: Must be able to talk and hear clearly for meetings, presentations, and phone conversations.
- Lifting: Occasionally required to lift or carry light items (typically up to 10-25 pounds), such as recruitment materials or event supplies
- Vision: Requires close visual acuity for reading, computer work, and reviewing documents
