Overview Hitachi Rail Honolulu is looking for an enthusiastic, self-motivated Head of Operations to oversee the Honolulu Rail Project. The position is based in Pearl City, HI.

Overall responsibility and accountability for the safe, efficient, and reliable Hitachi Rail Honolulu (HRH) rail transit service (Skyline). Develop and monitor the operations budget, including the annual budget and multi-year project life budget. Calculate daily system service availability (SSA) and coordinate meetings with the Client to review and approve SSA; SSA is the primary factor in HRH's monthly cash flow. Provide recommendations and assist in developing corrective actions to increase transit service efficiency and effectiveness. Provide leadership for the operational personnel (about 135 employees, including supervisors and managers) and direct the operations department. Support ramp-up activities and mobilization for future extension of the rail transit system (about 230 employees, including supervisors and managers). Post jobs, interview, hire, and coach managers for each operations department. Provide effective counsel and guidance to managers and conduct annual performance evaluations. Provide strategic direction as a member of the leadership team in Hitachi Rail Honolulu Operations and Maintenance (O&M) project. Ensure effective implementation of operating plans and schedules, including special events and extended hours of service. Coordinate with maintenance to rectify train service problems and restore normal operations safely and quickly; implement contingency plans as needed. Establish and promulgate operating rules and regulations; assist in planning and developing policies and work instructions; enforce safety policies and programs and review for potential changes. Familiarity with collective bargaining agreements (CBA) and participate in HRH management team for union contract edits and negotiations. Prepare and present reports and recommendations; monitor trends and issues for the O&M Director's attention. Meet with the O&M Director regularly to provide updates on performance, vacancy rate, hiring plans, and HR issues within operations. Manage resources assigned to Operations to optimize utilization; collaborate with HRH O&M Training and Competency Manager to identify training needs and implement training programs. Maintain technical knowledge to oversee and contribute to resolutions involving ATS, ATO, and ATC systems. Facilitate communication between operating, maintenance, safety, security, and support departments for efficient and safe rail service. Take over duties of the HRH O&M Deputy Director in case of absence. Required Skills and Experience
10 years of experience with 3-5 years in a rail transit managerial role in an operations department. Proficient in MS Office. Knowledge of ERP systems (SAP, Maximo), HiNext, ADP, Salesforce, and other corporate software. Experience with budget and cost estimation. Experience with rail transit operating procedures, work instructions, safety rules and regulations. Strong interpersonal skills with the ability to lead a large department and build teamwork and accountability. Excellent written and verbal communication skills; ability to communicate across multiple departments and levels. Education Bachelor's in Engineering or equivalent technical experience PMI Project Management Professional (PMP) Certification preferred Compensation and Benefits The salary range for this position is $123,000 - $184,500. Final pay is determined by the candidate's experience, skill level, internal equity, and location.
