Airswift has been tasked by one of our major Oil and Gas clients to seek an Fabrication Package Manager to work on an initial 12-month contract in Houston, TX with benefits.

Description of the Function

The Fabrication Package Manager delivers the specified scope in accordance with the project budget, using assigned project resources. He is responsible to work with the Project functional leads in managing the interfaces, between Project and the fabrication Subcontractor ensuring the Project fabrication scope is delivered safely on quality, budget, and on schedule. The Fabrication Package Manager identifies risks and opportunities to improve package results, mitigating the risks and searching out means to capitalise on opportunities.

The Package Manager is also a team leader working in partnership with the Project Fabrication Manager, cascading the project safety culture on to the Subcontractors worksite, and is a champion of Safety Values.

Key Responsibilities

  • Directs the Fabrication Package work and manages the fabrication Subcontractor based in Houston interfacing internally with key disciplines i.e. QHSE, design engineering, procurement and Fabrication collaborating with their functional leads within the project team:
  • Ensures the compliance with Corporate Processes within the Package: Project Management, Engineering, SCM, QHSE, Fabrication, HR.
  • Ensures that processes and tools are in place to allow real-time monitoring of project fabrication parameters and performance indicators.
  • Ensures all Fabrication tasks are supported with detailed QC Plans and properly recorded during the work.
  • Ensures all Fabrication Works are covered by a formal Risk Assessment and captured in all applicable Work Procedures. Ensure all mitigation measures are implemented during the work.
  • Ensures that all the necessary work plans are prepared and that resources are available to meet the plan in a smooth and timely manner.
  • Ensures that all internal and external interfaces associated with the fabrication activities are identified and closed out in a timely manner.
  • Ensures that the work programs are completed in a timely manner, that the CONTRACT specification is being fulfilled and that all codes and applicable standards are being met.
  • Follows agreed fabrication plan closely, acts to relieve bottlenecks, improve performance and reward and recognize good performance.
  • Runs the Kick-off Meeting with Fabrication Subcontractor at PO start-up and all subsequent progress meetings (weekly, monthly, readiness reviews etc.) ensuring all meetings are properly minuted and actions closed out as per plan.
  • Identifies Contract changes and notify Project Management in a timely manner, of their impact on costs, work schedule and Contract obligations.
  • Monitors and controls claims from Subcontractors, any recovery due from vendors/Subcontractors together with any insurance recovery.
  • Compiles lessons learnt (« REX ») along the Package execution and presents Lessons Learnt (REX) reviews to the Project Management team.
  • Delivers an accurate and timely reporting of Package status to Project Fabrication Manager and Project management.
  • Puts forward a clear understanding of HSES throughout the Project Fabrication Phase and be seen as positively influencing Safety culture, with the singular objective of ‘nobody gets hurt’.
  • Promotes open communication with-in the team and a collaborative / Best for Project approach with the Subcontractor and the client.

Qualifications/Requirements

  • Engineering Diploma
  • Strong leadership, collaborative and open minded
  • Organized, rigorous and proactive
  • Minimum 10 years’ experience as Project/Package Manager (leader) on EPC Projects (on Contractor’s side)
  • Experience in O&G and / or Downstream Industry
  • Experience on pipeline Projects (EPC) and knowledge of associated risks (engineering / fabrication / construction)
  • Experience in managing Project Teams
  • Good understanding in QHSE best practices and legislation
  • Experience in pipeline welding & NDT is a plus
