Job Description

Provide engineering expertise in assigned program areas. Provide recommendations for resolution of project issues. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Assist in developing, implementing and monitoring policies, procedures, guidance and practices for engineering projects and programs. Provide technical advice, guidance and training regarding assigned engineering program areas. Prepare analyses, reports, and recommendations based on engineering determinations. Provide engineering support and consultation related to engineering program area. Effectively manage assigned projects to ensure timely and accurate completion. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Support development of Design-Build and other alternate delivery projects. Utilize engineering practices and principles to support the construction delivery program by assisting in the selection, procurement, negotiation and administration of complex Design-Build transportation projects. Assist in developing, implementing and monitoring policies, procedures, guidance and practices for alternate project delivery.

How you will contribute: Administrative Support: Supporting the Division in the completion of various administrative related tasks such as budgeting, review of contract task orders and task order invoices. Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations. Assist in Program Delivery: Assist in delivery of Alternate Project Delivery Programs. Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints. Communications: Communicate effectively with customers internal and external to VDOT including local governments, elected officials, citizen groups, and FHWA. Compliance: Monitoring compliance to ensure conformance to the policy, procedures and state and federal procurement laws. Conduct Engineering Studies: Participate in or oversee engineering studies. Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations. Design-Build Projects: Assisting in the selection, procurement, negotiation and administration of complex Design-Build transportation projects. Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations. Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline. Policies and Procedures: Assist in the development of policies, procedures and practices reflecting proactive management of the assigned engineering program area. Policies and Procedures: Provide input and assist in developing policies, procedures, practices and guidance for the Alternate Project Delivery Program. Process Improvements: Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws and regulations. Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status. Project Management and Documentation: Organize work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures. Project Team Participation: Participate or lead project teams as assigned. Ensure timely communications between project team members and stakeholders. Ensure information is technically accurate and effectively disseminated. Review and resolve challenges to enhance team performance. Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia. Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups. Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.

Knowledge of federal, state and local laws, codes and ordinances and policies pertaining to transportation engineering. Knowledge of financial management to include budgeting and cost estimation. Knowledge of project management procedures and principles. Knowledge of project management processes. Knowledge of strategic, operational and financial management principles, practices and techniques. Knowledge of the procurement process IAW VDOT's and FHWA's policies and the Virginia Public Procurement Act, procedures and process as relating to alternate project delivery. Knowledge of transportation engineering principles, practices, standards, and specifications. Skill and ability to positively interact with employees, citizens and government officials. Minimum Qualifications: Knowledge of VDOT's procurement process, FHWA's policies, and the Virginia Public Procurement Act. Knowledge of civil engineering principles and practices as related to transportation project design, construction and operations, standards, specifications and materials. Knowledge of transportation engineering and highway construction. Skill in contract development and administration. Skill in writing report and developing policies and procedures.

Additional Considerations: A combination of training, experience or education in Civil Engineering, Construction Managemen or related field desired. Experience in report writing and developing policies and procedures. Experience in transportation engineering and highway construction. Project management skills. Skill in team building and leadership skills; presentation skills and building effective peer relationships desired.
