POSITION SUMMARY:
To apply professional expertise and oversight in Early Childhood Education ERSEA (Enrollment, Recruitment, Selection, Eligibility and Attendance) area, ensuring compliance with all regulations and Performance Standards. Develop, analyze, plan, and implement enrollment systems. Provide training related to enrollment systems, coordinate database system training, and develop policies and procedures.
EDUCATION AND EXPERIENCE:
A minimum of an Associate’s degree from an accredited college or university in Children and Families, Social Work, Psychology, Sociology, Family Life Education, or a related field required.
A bachelor’s degree preferred.
Minimum of two years’ experience in an education, childcare or human service setting working with low-income children and families.
DUTIES AND RESPONSIBILITIES:
Work in cooperation with other component staff to ensure maximum program effectiveness and in compliance with all applicable federal and state guidelines.
Provide training and technical assistance to Recipient and Sub-Recipient staff.
Establish and maintain a positive two-way communication system with staff, Policy Council, Governing Board, parents, volunteers, and community.
Maintain records and confidentiality of client information.
Keep abreast of developments and research in the professional area and generate recommendations for improvements in service delivery based upon the information gathered.
Attend all meetings and training courses as required.
Track collaborations with outside agencies, businesses, departments, and groups.
Cooperate in any investigations related to personnel, licensing, accreditation, or other circumstances.
Participates as a team member in the annual Self-Assessment process.
Always maintains professional and ethical standards.
Analyze community assessment data and facilitate planning efforts to determine and design program options, recruitment efforts and selection criteria.
Develop plans and strategies for effective Early Childhood Education enrollment. Revise the program’s ERSEA systems, policies, and procedures to ensure alignment with these strategies.
Develop and facilitate an ERSEA Committee to provide feedback from ECE staff and parents.
Evaluate, design and monitor systems to process enrollment applications, including determination of eligibility and selection criteria.
Provide guidance on enrollment, recruitment, and eligibility best practices to staff.
Create and distribute timely ERSEA reports and data.
Monitor and review children's monthly attendance records and address deficiencies resulting in less than 85% attendance.
Work with all members of the community regardless of race, gender, age and cultural or ethnic background.
Work cooperatively with supervisors, colleagues, and all agency staff.
Accept supervision and demonstrate an interest and willingness to continue his/her personal and professional growth and skill development.
Demonstrate a commitment to the welfare of the children and families the program serves and to the delivery of quality services.
Work as a positive and productive member of a team.
Represent the agency in a professional manner.
Must be able to relate to the needs and concerns of low-income children and families.
Must be knowledgeable of services provided by various local social service agencies.
LICENSING AND OTHER REQUIREMENTS:
Valid driver’s license and / or reliable transportation.
