Primary Purpose Under the general supervision of the HR Supervisor, performs professional human resources management functions, including recruitment, testing, training, records management, classification and compensation and labor relations.
Essential Job Functions
Maintains, updates, and distributes table of organizational listing report; reviews requests and processes recruitment announcements; reviews and evaluates applications to determine if incumbents meet minimum qualifications. Organizes and administers recruitment and promotional testing for various departments throughout the County. Schedules pre-employment screening; conducts employee orientation; assists employees in completing required paperwork; enters Human Resources actions into the Human Resources Information System. Interprets rules and regulations and makes recommendations for necessary changes. Provides consultation services to employees regarding rules and regulations and collective bargaining agreements. Provides consultation services and acts as a liaison between HR and departments with regard to performance evaluations, disciplinary issues, union issues, training, recruitment and retention to ensure compliance with rules and regulations. Coordinates performance evaluation processes for employees with assigned departments to including training supervisors. Reviews personnel actions for procedural accuracy, i.e., adheres to recruitment process, selection, rehire, transfer, promotion, demotion, and termination; Delivers in-service training to employees and management in HR related topics, policies, practices and procedures. Conducts investigations regarding employee complaints including harassment, hostile work environment, improper conduct. Participates in union negotiations and assists in grievance resolutions. Assists in conducting position audits to determine appropriate position classifications and/or salary range designations; may assist in writing classification specifications; maintains job descriptions and keeps track of all change requests; composes and types correspondence; advises and assists employees and the public regarding job vacancies, testing, promotional opportunities. Conducts Job Analysis for job classifications; researches market value on comparable job classifications; setting and recommending salary/wage ranges according to external and internal market factors; conducts salary survey for classification and compensation plan. Researches and conducts special Human Resource projects; develops and generates various reports; prepares purchase requisitions and purchase orders; maintains inventory of Human Resource forms; and may assist in budget review and preparation. Prepares reports on HR projects to include developing spreadsheets and cost analysis reports. Prepares and may present information to the County Manager and/or Board of County Commissioners. Coordinates between benefits providers, employees, and the State of New Mexico Risk Management Division by assisting in handling employees' benefits-related questions or concerns. Ensures County compliance with the Family Medical Leave Act (FMLA). Coordinate and process employee FMLA and light duty requests. Tracks the duration of employee FMLA and light duty eligibility periods. Knowledge/Skills:
Knowledge of Human Resources management methods and techniques; of classification and compensation methods and techniques; of interviewing techniques; investigation techniques, of federal, state, and County regulations governing employment such as Fair Labor Standards Act, Family Medical Leave Act, and Equal Employment Opportunity Commission Regulations; of general research techniques and data analysis. Ability to communicate tactfully and courteously with the public, employees, department directors and elected officials; to prepare comprehensive reports; to conduct training in Human Resources topics; to exercise independent judgment; to interpret information, such as rules, regulations, class specifications, etc.; to maintain confidentiality; to perform job duties in a highly professional and ethical manner; to counsel employees on Human Resources issues; to work under stress; to maintain good working relationships with employees and all levels of management. Ability to make difficult decisions in a timely fashion. Ability to protect confidential information related to medical, health and disciplinary matters. Excellent written and verbal communication skills; skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment. Minimum Qualifications
Bachelor's degree in Public or Business Administration and proven work experience in Human Resources administration totaling two (2) years. Related experience may be substituted for educational requirements on a year for year basis with 30 credit hours equal to one (1) year of experience. FMLA experience preferred. PHR or SPHR certification desired.
Supplemental Information Working Conditions:
Work is performed in an office setting. Work schedule may occasionally include evening and weekend hours. Travel may be required rarely. May be subject to difficult employment issues. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; and talk or hear. Ability to lift up to 20 pounds. Clarity of vision at short distance is required. May be subject to exposure to CRTs and VDTs.
