What You Will Be Doing

The Facilities Group (TFG) is seeking an experienced, aviation-focused Proposal Manager to lead the end-to-end response process for airport and aviation facilities services RFPs and to drive proactive capture for upcoming procurements. You will own submission strategy and execution across complex, public-sector bids with airport authorities and aviation stakeholders (e.g., terminal operators, airlines, rental car facilities, and related transportation facilities). Success requires deep familiarity with airport procurement, rigorous compliance discipline, and the ability to convert aviation operations know-how into compelling narratives that win.

This role is US Remote. Travel may include airport site visits, interviews/orals, and aviation industry conferences. The successful candidate will be able to work a schedule in US Eastern/Central time.

Proposal Writer Responsibilities:

Proposal Execution

Lead the full proposal lifecycle for aviation opportunities: opportunity assessment, compliance matrixing, content planning, writing, reviews, production, submission, and post-submission clarifications/BAFOs. Build airtight compliance matrices, ensure zero deficiencies, and maintain version control and audit trails throughout. Develop and produce submission materials: RFP responses, executive summaries, graphics, staffing plans, schedules, org charts, past performance, resumes, case studies, and interview decks. Serve as the final accountable owner for quality, formatting, branding, and submission logistics (including portals and physical deliveries when required). Capture Management

Proactively source and qualify aviation pursuits via airport procurement portals, state/local bidding sites, and targeted FOIA / public records strategies. Map procurement calendars and track long-lead activities (registrations, site visits, badging prerequisites, mandatory meetings, insurance/COI updates). Lead bid/no-bid and pursuit strategy, weighing operational readiness, competitive landscape, MBE/WBE/DBE requirements, labor environment (union/non-union), and margin profile. Maintain a living pipeline in CRM; forecast milestones, risks, and content gaps.

Cross-Functional Collaboration

Partner with aviation operations leaders to translate airport operating realities (sterile area protocols, SIDA/badging timelines, airside logistics, equipment access, safety training) into differentiating proposal content. Coordinate with pricing and finance on unit rates, staffing models, equipment plans (including autonomous/robotic cleaning where applicable), and mobilization assumptions. Align with Marketing on story, brand voice, and visual design; curate and refresh aviation case studies and references. Drive contributor accountability to deadlines via calendars, RACI, and structured review gates (pink/red/oral prep). Content System & Reuse

Own the aviation content library (approved boilerplate, win-themes, resumes, KPI tables, mobilization playbooks, QA/QC plans, safety narratives, tech stacks) and keep it current. Convert post-mortems and debriefs into reusable proof points and "battlecards." Create interview/orals toolkits (speaker notes, demo scripts, visuals) tailored to airport audiences and scoring rubrics. Technology and Automation

Use proposal tooling, CRM (e.g., Pipedrive), and generative AI (e.g., ChatGPT) to accelerate drafting, enforce consistency, and improve quality. Implement SOPs for file hygiene, naming, tagging, and archive so content is discoverable and compliant. Key Performance Indicators (KPIs):

Primary Measures of Success:

100% compliance and zero disqualifications across all submissions. Win rate ≥ 35% (measured across shortlisted orals) and conversion ≥ 45% from qualified opportunities to submitted proposals. Annual won revenue benchmark: $20M+ (team-contributed).

Secondary Influence Metrics:

Increased shortlist rate with airport authorities. Growth of approved aviation case studies, resumes, and proof points. On-time, on-budget delivery of all submissions and interviews. Proposal Writer Requirements and Qualifications:

Minimum of 5+ years leading public-sector proposals with a primary focus on aviation. Demonstrated success in managing complex, multi-stakeholder RFPs with airport authorities, including pre-bid, mandatory meetings, and oral presentations. Working leading public-sector proposals with a primary focus on aviation. Expert-level proposal process skills: compliance matrixing, storyboarding, schedule management, and executive-level writing. Proficiency in CRM platforms (e.g., Pipedrive), Microsoft Office Suite, Adobe tools, and proposal automation platforms. Comfortable with generative AI tools (e.g., ChatGPT), proposal automation platforms, and standard proposal repositories preferred. Direct proposal experience with major airports (e.g., hub or large-hub) or multi-airport portfolios. Familiarity with aviation industry organizations and events (e.g., AAAE, ACI), and experience leveraging them for intel and networking. FOIA/public-records experience specific to airport/aviation contexts. Ability to work autonomously and operate as a self-directed contributor reporting to executive leadership with minimal oversight. High sense of ownership, accountability, and initiative. Detail-oriented, compliance-driven, and deadline-conscious. Technologically savvy and resourceful in a remote-first work environment. Curious, analytical, and capable of both critical thinking and task-level rigor.
