KeenLogic Program Manager

Serves as Team KeenLogic’s dedicated Program Manager for the Client Contract, executing daily contract performance remotely with on-site presence at MCRC HQ in Quantico, VA as needed. Orchestrates delivery using an Integrated Master Schedule (IMS) in Microsoft Project as the single source of truth for milestones, deliverables, dependencies, and resources. Supported by functional leads across Enterprise Service Desk (ESD), Assets/Configuration, Reporting, and Transition to drive cross-tower coordination and performance. Uses the IMS to proactively plan for surge events and increased ticket volumes, allocating resources ahead of known workload spikes to meet or exceed Government expectations.

Required Qualifications

Active (or readily attainable) Secret Clearance.

10+ years leading federal IT programs with multi-tower scope (Service Desk, Network/Engineering, Cyber) and stringent SLA/QASP performance.

Demonstrated expertise with Microsoft Project (IMS), SharePoint, Teams, and ITSM platforms (e.g., Remedy/ServiceNow).

Practical command of PMBOK and ITIL; able to tailor rigor to MCRC’s governance, reporting cadence, and mission tempo.

Core Responsibilities

Own program governance end-to-end: schedule, scope, risk, cost, change, quality, and communications.

Maintain the IMS (Microsoft Project) as the authoritative plan of record; baseline, track progress, and update weekly.

Manage integrated risk/issue/decision logs; identify, mitigate, and elevate risks early with clear action owners and due dates.

Lead transition-in/out activities, ensuring continuity of operations and knowledge transfer.

Work Location, Hours, and Travel

Remote-first role with periodic on-site presence at MCRC HQ (Quantico, VA).

Aligns staffing to the G-6 battle rhythm; ensure coverage windows and on-call rotations are met without service degradation.

Occasional travel for governance meetings, technical refreshes, surge events, or site support.

Reporting & Communications

Deliver Weekly Status Reports (WSR) highlight accomplishments, upcoming work, risks/issues, and key performance metrics.

Submit Monthly Status Reports (MSR) with staffing/readiness, IMS updates, quantified outcomes, risk posture, and recommendations.

Facilitate the contract meeting cadence: publish agendas, record attendance, capture minutes with tasks/owners/due dates, and track to closure.

Coordinate with MCRC leadership and stakeholders across ESD, network/engineering, cyber, and external partners.

Oversee ESD operations meeting required coverage windows (e.g., weekdays 0600–2200 ET) and ensure 24×7×365 Tier-1 on-call coverage.

Model surge events (e.g., mission Saturdays/MEPS) in the IMS; activate surge staffing plans within 24 hours of notice.

Enforce disciplined incident, request, and change workflows with clear SLAs and escalation paths (Tier-2/3, enterprise partners).

Plan and coordinate maintenance through Change Advisory Board (CAB); ≥95% of changes scheduled with one-week notice; emergency changes ≤5%.

Oversee asset lifecycle and configuration management across distributed sites and users; reconcile inventories and respond to data calls rapidly.

Maintain circuit and network documentation; ensure configuration/change records are current and auditable.

Own repository hygiene (e.g., SharePoint): SOPs, runbooks, diagrams, risk registers, and deliverables kept current and accessible.

Maintain an approved staffing matrix with labor categories, FTEs/LOE by task, remote/on-site mix, coverage windows, and backfill strategy.

Implement recruiting/retention plans leveraging cleared/certified talent, bench/backfill pipelines, and designated succession for Key Personnel.

Ensure DoD 8140/DoDM 8140.03-aligned certifications per Appendix B for applicable roles; uphold Privacy Act and PII/PHI handling requirements.

Deliver role-based onboarding and continuous training (SOPs, tools, RMF/cloud/ZTA competencies).
