Position Summary
Under the general direction of the Integrated Waste Operations Division Manager, the Integrated Waste Utility and Infrastructure Coordinator oversees contractors and consultants performing Capital Improvement Project work on County utilities, including County Service Areas (CSA) water systems, closed landfills, and lighting districts. The position coordinates projects, conducts on-site inspections, oversees hazardous waste removal and cleanup related to natural disasters and debris, and manages project budgets and schedules.
Responsibilities
- Coordinate consultant and contractor projects involving construction, inspection, operation, maintenance, repair, and relocation of County infrastructure
- Perform on-site operational inspections in outdoor environments to test and evaluate complex electronic and electrical components of utility and infrastructure systems
- Oversee consultants and contractors in the removal of hazardous waste and in disaster cleanup efforts
- Monitor work progress to ensure quality and compliance with project plans and specifications
- Prepare and manage project budgets; estimate material and equipment costs; requisition materials; assist in projecting annual costs
Qualifications
The ideal candidate will have practical experience coordinating infrastructure or utility projects, particularly involving landfill systems, small water systems, or other public works facilities. They should be comfortable reading and interpreting construction plans, technical drawings, and project specifications, and possess many of the following:
- Strong working knowledge of environmental regulations (e.g., Title 14, Title 27, Subtitle D)
- Experience budgeting infrastructure projects and providing contractor oversight within a public agency context
- Problem-solving mindset with ability to shift between field and office work in a contract-driven environment
- Experience managing work through consultant teams or Job Order Contracting (JOC)
- Familiarity with emergency response and disaster recovery operations
- Proficiency with Microsoft Office and familiarity with SCADA systems, GIS platforms, and digital inspection/reporting tools
Other requirements include a valid California Driver\'s License, and certifications such as California Water Treatment Plant Operator Grade T1, California Water Distribution Operator Grade D1, and Hazardous Waste Operations and Emergency Response (HAZWOPER) training within specified timeframes. Additional state licenses and certifications may be required for landfill equipment and systems.
Working Conditions
Responsibilities involve outdoor work, various physical activities, and potential exposure to adverse weather while visiting sites.
