DIRECTOR OF HUMAN RESOURCES

POSITION SUMMARY The Director of Human Resources leads and manages all aspects of human capital within the school district. The Director oversees employee recruitment, hiring, onboarding, evaluation, labor relations, professional development, compensation, and compliance with federal, state, and local employment laws. In addition to managing HR operations, the Director serves as a strategic partner to the Superintendent and leadership team, providing guidance on organizational culture, workforce planning, employee engagement, and collective bargaining. The position also plays a key role in fostering a positive, equitable, and inclusive workplace environment that supports student achievement by ensuring staff are supported and empowered to succeed.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Decision Making and Administrative Leadership Assists with the development of District policies and administrative rules Administers the personnel policies of the Board of Education Attends meetings of the Board of Education. Prepares such recommendations and reports for the Board that the Superintendent may request Participates in the collective bargaining process as directed by the Superintendent Recommends to the Superintendent any changes needed in personnel policy or administrative procedures Keeps informed of current trends and best practices in human resources including staffing, recruiting, employment, salary and benefit trends. Attends regional, State and national professional meetings as practical within district budget and time availability Prepares staffing projections and presents to the Board of Education Attends unemployment hearings and responds accordingly Collaborates with District attorneys in legal matters Personnel Services

Assists the Superintendents in developing salary structures and policy Supervises the maintenance of personnel records as required by law and Board policy Processes all staff disciplinary matters and recommendations for termination of employees. Assembles substantiating information leading to the recommendation for dismissal of employees including necessary conferences and hearings as defined by law and contract Supervises and serves as a resource to staff concerning the District's employee benefit program, disability benefits, retirement options, personal leave, sick leave and all other paid or unpaid leaves of absence. Recruiting and Staffing

Coordinates all staffing timeline events and determines annual licensed and support staff needs for the District in collaboration with other administrative staff Updates the Superintendent and the Board of Education regarding staffing progress and needs throughout the school year Reviews and recommends to the Superintendent and the Board staffing progress throughout the school year. Reviews and recommends to the Superintendent and the Board of Education requests for additional staff or changes in staffing, following required timelines. Coordinates the New Teacher Orientation and supervises the onboarding process for all new employees Collaborates with AEEA and ASP to refine job descriptions Oversees the mentor program and assigns quality mentors Commits to diverse and equitable hiring practices and assumes responsibility for the recruitment, selection and orientation of highly qualified and licensed classified staff and administrators. Works with administrators to coordinate the selections, assignment and evaluation of all staff. Prepares all recruitment materials. Serves as the District's representative at recruitment events. Supervises the posting of all staff vacancies within the District according to contract Develops and administers a quality candidate interview and review process that is consistent throughout the district Interviews all final candidates Assigns wage and benefit packages to all candidates Contract Administration

Adheres to AEEA and ASP Contracts Supervises the preparation and maintenance of records of assignment, seniority, class size and staffing determinations Participates in all collective bargaining activities. Advises the Board of Education on matters of contractual impact under discussion between employee unions and The Board. Serves as the lead administrator to respond to questions of contract enforcement. Counsels employees in the resolution of complaints. Interprets negotiated contracts for members of the staff and administration. Maintains grievance records and legal correspondence regarding personnel matters Personal Records

Supervises the development and administration of the system for personnel records for all school employees in order to provide a comprehensive record of all matters related to employee certification/licensure, employment, transfer, tenure, leave of absence, promotion, retirement, work absences and accumulated sick leave Supervises the administration of all employee records of absence and absence patters Supervises the process of the request for leaves of absence followed by recommendations to the Board of Education Personnel Review and Appraisal

Provides leadership in the revision of instruments and procedures for evaluating the performance of all staff, including licensed, classified and support staff. Leads the PERA Joint Committee and RIF Joint Committee Meets with AEEA and ASP committees to review evaluation plans Reviews tenure laws and assigns tenure Reviews administrator credentials to ensure evaluator credentials are current Provides direction and consultation to supervisors when an employee's services do not meet standards. Serves as the District office representative between the staff and legal counsel. Responsible for developing, editing and monitoring the District appraisal plan for the Illinois State Board of Education Reviews course approval requests and tuition reimbursement Support Staffing Services

Supervises the development and administration criteria for screening, placement and review of student teacher candidates. Establishes and maintains relationships with colleges and universities to ensure adequate supervision of student teachers Supervises the process for substitute teacher programming including the application review, recruitment, hiring, investigation of complaints, retention and termination and payment for services Office Administration

Maintains adequate support staff in the Human Resources department to serve the needs of the District Supervises the Human Resource Department reporting required by the Illinois State Board of Education QUALIFICATIONS

Professional Educator License with General Administrative, Superintendent or Principal Endorsement Minimum of a Master's degree in educational administration Minimum of five years of experience in an educational setting Human Capital Leaders in Education endorsement preferred Strong knowledge of federal, state, and local labor/employment laws and regulations

TERMS OF EMPLOYMENT: Salary, length of work year and ongoing service shall be determined by the Board of Education.
