The City Engineer performs engineering work in the construction and design for City of Reidsville projects; performs professional and technical engineering duties for the City; and performs supervisory and administrative duties for the Engineering Division. The City Engineer functions as a Contract Administrator for many projects from the initial design, planning and development review, through the Request for Proposal process and ultimately through the project's successful completion. These projects may include water and sewer pipeline installations, pump station replacements, pipeline rehab projects, greenway development and expansion, stormwater projects, roadways, and parking lots. Currently, there are four major projects underway, with budgets ranging from $4 million to $9 million. These projects include work on a redundant water supply line, a whole-plant generator project at the water treatment plant and two large projects at the wastewater plant (BNR upgrade and updated headworks). Additionally, there are approximately 20 ongoing projects with budgets ranging from $5,000 to $1 million. This position coordinates with the Public Works Director in the development, implementation and monitoring of a multi-year Capital Improvement Project. This position also serves as the City's Stormwater Administrator and must be knowledgeable regarding controls and watershed regulations for our region. Knowledge of and appropriate application of existing City ordinances is a key component for success in this position. This includes application of ordinances related to right-of way, easements, encroachment, and drive-way permitting. Basic understanding of GIS as well as the ability to update and maintain the City's GIS data, in coordination with the City's Planner, is essential. This position requires a NC Professional Engineer's license to be able to design projects and certify them for state approvals. Must be able to seal and stamp plans and will be instrumental in the development review of plans.
Essential Functions
Oversees the preparation of public utility design drawings such as water mains, sewer mains, roadways, storm water systems, greenways walking trails, and topographic maps. Serves as the designated Stormwater Administrator for the City. Plans and supervises design of Public Works projects; directs staff as to project related surveys and drafting work required for projects. Supervises the plans and activities for the Engineering Division; performs personnel functions; provides input into annual budget, and makes recommendations for changes in policies, procedures, and ordinances; set priorities in the division. Supervises the Engineering Technician. Oversees the review of plans and specifications for compliance with municipal ordinances and policies; oversees and prepares detailed plans and specifications; oversees design system; maintains and updates the City water and sewer maps. Reviews plans and specifications for construction projects developed by consultants; coordinates changes with contractors; monitors compliance with plans and specifications during the construction process. Reviews, approves and signs encroachments for other local utility providers, such as Duke Energy, Piedmont Natural Gas, AT&T, and others as indicated. Prepares and reviews construction cost estimates; assists with cost negotiations with outside agencies and design firms. Performs design computations related to stormwater drainage on private properties, when they want to connect their storm drainage system to the City's system. Coordinates projects and supervises surveying work as needed to carry out these projects; responsible for Contract Administration which includes phases from the beginning of the project until the end. Works with engineering staff in examining data, gathering information, and investigating problems and complaints that the City may receive relating to engineering efforts. Supervises or designs special engineering projects for the City. Oversees preparation of all official maps of streets, water and sewer facilities, storm drainage installations, and the utilities system. Ensures that the engineering staff interacts with and assists other departments and divisions as needed. Serve as the point of contact for residents and businesses with concerns regarding stormwater. Prepare and administer contracts with the general public related to extraordinary utility service items or issues. Oversight, maintenance and seal of the City's Powell Bill Map. Coordinate and remediate issues related to illicit discharge into the stormwater system. Important Functions
Meets with property owners regarding water and sewer routes, coordinates survey work, regulatory approvals, bid process; provides bid recommendation(s) for City Council approval; meets with contractors and oversees construction. Uses FEMA flood maps as needed for projects and provides feedback when they periodically update the maps. Serves as the liaison for the City for engineering consultants and contractors. Attends Department staff meetings, and construction staff meetings; meets with Regulatory Groups as needed for the City projects. Attends City Council meetings as requested by the Department Director and responds to engineering questions as they arise; stays abreast of new trends and innovations in the fields of engineering. Responds to public questions concerning flood maps, water, sewer, roadway, storm water, erosion control and topography; assists with GIS information gathering, entry and maintenance. Provide guidance and assistance to the general public related to the utility petition policy; may include sewer main extensions, water main extensions, curb and gutter, roadway improvements, etc. May facilitate negotiations for easement acquisitions as needed.
