The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our State All Hazards Planner (AHP) !

The State All Hazards Planner (AHP) carries out all directives related to the Homeland Security and Emergency Management Programs in compliance with applicable federal and state laws, executive orders, published policies, and established procedures. The State AHP will conduct planning activities in compliance with applicable laws, planning guidelines, and policies.

The State AHP's activities include the creation of new all-hazard plans and the ongoing maintenance of current with stakeholders; an analysis of past events and exercises to identify and implement necessary changes to plans; and ensuring all planning activities and plans are compliant with non-discrimination law and address individuals with access and functional needs, where applicable.

This State AHP position will specifically lead and provide planning assistance to other VDEM Planners and State agencies regarding the Commonwealth of Virginia Emergency Operations Plan (COVEOP), its associated annexes, and other emerging planning priorities.

The State AHP will provide project support to the other State All Hazards Planner, Lead Planner for the State Hazard Mitigation Plan, and Assessment Program Coordinator for the Threats and Hazards Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR). This role will provide all-hazards planning guidance and support to other State agencies, VDEM Region AHPs, and local Emergency Managers.

The State AHP may be assigned other tasks as necessary.

The State AHP will be assigned a Virginia Emergency Support Team (VEST) role and is designated as essential personnel. Employees may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official Employee Work Profile/job description.

Minimum Qualifications

- Considerable working knowledge of the four phases of emergency management, federal emergency management planning guidance, National Incident Management System, and incident command principles. - Considerable skill in the use of computers and Microsoft Office. - Superior interpersonal and communications, written, and verbal, skills. - Demonstrated ability to oversee the development, writing, and review of all hazards plans to create professional, effective plans; manage planning contracts; foster teamwork; and interact with state and local officials. - Ability to relay technical, regulatory, and/or sensitive information to diverse individuals and groups. - Ability to prioritize competing tasks and deadlines, manage multiple projects effectively, and attention to detail in the work conducted and documents produced. - Ability to conduct research, organize and analyze information, and communicate findings and produce project status reports. - Ability to self-direct, work with minimal supervision, and work in austere environments for prolonged periods. - Ability to maintain confidential information.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
