Responsibilities Summary: The primary purpose of this position is to serve as a principal advisor on international logistics agreements and Foreign Military Sales (FMS) support within the CENTCOM Logistics Directorate. The incumbent is responsible for developing, coordinating, and implementing coalition logistics support policies and agreements to enhance operational readiness and security cooperation within the CENTCOM Area of Responsibility (AOR). This includes liaising with U.S. government agencies, foreign governments, and coalition partners to ensure effective logistics support for U.S. and allied forces. Duties: Serve as USCENTCOM FMS Logistics Subject Matter Expert for the CASA region. Represents USCENTCOM CCJ4 and works with other USCENTCOM, Service Components, OSD and Joint Staff senior personnel, other USG entities such as Department of State (DoS), US Embassies, and foreign military representatives in developing, coordinating, and managing coalition or partner nation logistics support requirements. Serves as the senior Program Manager for development of assessment criteria. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of administrative laws, policies, and regulations related to U.S. and international logistics, including those governing Foreign Military Sales (FMS), Foreign Military Financing (FMF), and grant programs such as Sections 1202, 1206, and 1208, and DoD and USCENTCOM program objectives, operations, and planning frameworks, including the sequence and timing of mission-critical events. Mastery of a wide range of advanced qualitative and quantitative analytical methods used to assess, evaluate, and improve highly complex logistics systems and international support programs. The incumbent applies this expertise to develop, coordinate, and manage international logistics agreements and FMS programs that directly support CENTCOM's strategic and operational goals across a multinational area of responsibility (AOR). Expert-level knowledge of the Defense Transportation System, the CENTCOM Air Port of Debarkation (APOD) Association Plan, and U.S. and coalition logistics channels; bilateral and multilateral logistics support agreements, coalition doctrine, and operational support frameworks, including host nation support and coalition deployment planning; and legislative authorities and international policy processes, including how changes are implemented and managed across FMS, security cooperation, and coalition logistics support structures. Mastery of current DoD logistics management procedures and trends in civilian logistics practices, and the ability to apply this knowledge to joint, combined, and coalition environments. This includes understanding of the Joint Deliberate Planning Process, Crisis Action Planning, and Joint Task Force (JTF) structures, as well as the roles, responsibilities, and processes of DoD, Joint Staff, and Service logistics organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of bilateral and multilateral logistics support agreements and arrangements, as well as U.S. and coalition logistics policies, doctrine, and operations. Knowledge of U.S. security cooperation and foreign military assistance programs, including Foreign Military Sales (FMS), Foreign Military Financing (FMF), and other security assistance mechanisms, and their role in supporting coalition operations. Knowledge of the Defense Transportation System (DTS) and its role in supporting international logistics, security assistance, and coalition operations. Knowledge of the legislative authorization process and the implementation of statutory changes affecting logistics agreements, security cooperation, and foreign military assistance programs. Ability to develop and integrate logistics support strategies into operational and contingency planning for U.S. and coalition military operations. Ability to effectively communicate orally and in writing with personnel from the Services, Defense agencies, the Joint Staff, inter-agency partners, component commands, and foreign military counterparts. This includes the ability to professionally negotiate and coordinate actions at all levels of command, including senior officials in the Department of Defense (DoD), other unified commands, and allied or coalition forces. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
