Job Summary BRIEF DESCRIPTION:

The purpose of this position is to manage roadway-related projects for public improvements. This is accomplished by reviewing civil engineering plans for public infrastructure, ensuring all design criteria, specifications, and requirements are met. This position coordinates with outside agencies, contractors, consultants, and the public. The position requires knowledge of roadway, storm drain, water, and wastewater design. Basic functions described below are intended to demonstrate key responsibilities but are not all-inclusive and are subject to change. The purpose of this position is to review and manage the engineering, design, and construction of public roadway projects to ensure accurate and timely completion. This is accomplished by ensuring all specifications and requirements have been met; reviewing plans and specifications; and coordinating activities between the contractor, other City departments, and other agencies. Other duties include serving as a primary source of contact between the City and the contractor, citizens, and other agencies; maintaining daily reports; and interacting with other City employees and citizens. LICENSED CIVIL ENGINEER: CIP POSITION SUMMARY

As a Roadway Licensed Civil Engineer, you will be responsible for managing city-wide infrastructure projects pertaining to roadways, including intersection and traffic signal improvements. You will serve as the Project Manager responsible for the development and implementation of Roadway CIP Projects from initial inception through design, ROW acquisition, franchise utility coordination, construction and public acceptance. The position is responsible for the selection and management of consultants and consultant contracts. In addition, this position will coordinate and ensure compliance with outside agencies (TxDOT, NTTA, NCTCOG, Counties, and other Municipalities). The Licensed Civil Engineer is expected to display sound decision-making capabilities and must have the ability to communicate courteously and effectively with officials, contractors, engineers, developers, the public, and other city employees. This position may require outdoor and indoor work, walking, standing, and sitting for extended periods of time while performing routine office and administrative duties. Essential Job Functions ROADWAY LICENSED CIVIL ENGINEER:

ESSENTIAL FUNCTIONS Assesses engineering plans by reviewing plans to verify if they meet City standards, specifications, and policies; and coordinates the review of the plans with other City departments and outside agencies for their input in the review. Attends meetings with consultants, outside agencies and contractors by setting up meetings, preparing agendas, and identifying development requirements, specifications, policies, and ordinances that apply to the various projects. Coordinates acquisition of right-of-way deeds and easements by securing field data from survey crew; identifying the right-of-way needed; reviewing metes and bounds descriptions; and submitting documents to the right-of-way agent to be acquired. Manages project coordination for capital improvement projects including design, scope of work, cost estimating, contract administration, franchise utility coordination, budgets, and schedules. Analyzes and interacts with various City departments and outside agencies on the intent of the capital improvement project and project scope. Reviews, develops, and writes scopes of work for design and construction contracts between the City, consultants, and contractors. Reviews and ensures compliance with outside agencies' agreements (Advanced Funding Agreements, Interlocal Agreements, etc.) Manages the work of consultants and contractors through the development of project requirements including project strategies, budget, schedule, franchise utility coordination, land acquisitions, permitting requirements and compliance with City and outside agencies policies, procedures, design and construction standards, regulations, and codes. Manages projects that are State and Federally funded. Requests, evaluates, negotiates, and manages consultant proposals, sets project schedules, design review elements, agency coordination, owner reviews, regulatory agency compliance, budgeting considerations in accordance with appropriate engineering standards. Provides technical advice and assistance to other City departments, engineers, architects, and contractors for conformance with City policies and guidelines. Analyzes and makes reports and recommendations concerning CIP and other projects as assigned. Prepares staff reports and makes various presentations to Management, Commissions, and City Council. Facilitates complaint and problem resolution. Performs other duties as assigned. Minimum Qualifications

Education:

Bachelor of Science in Civil Engineering required from a university with an engineering program accredited by the Accrediting Board for Engineering and Technology (ABET). Experience:

Five (5) years of experience required in the practice of Civil Engineering, preferably with a governmental agency. Licenses and Certification:

Must be a Professional Engineer registered in Texas or another state. If not registered in Texas must obtain Texas registration within six months of hire. Texas driver's License, Class C, required.
