Regulatory Affairs Specialist

Assists in the development and execution of regulatory filings before the Public Utility Commission of Texas (PUCT), including transmission and generation certification proceedings, base rate and rider proceedings, compliance reporting, and rulemaking proceedings. Performs research and compiles and analyzes data. Supports the creation, tracking, and development of the company's business plan. Helps devise regulatory and legislative strategy and monitors utility issues across federal, state, and local governments. Supports stakeholder engagement campaigns and strategies to track outreach and build support for regulatory initiatives. Advocates for company or industry initiatives before the PUCT and Texas Legislature as needed. Accomplish assigned project and process work to support the preparation of regulatory case filings and reports, including working collaboratively with other departments across the Entergy organization. Will often work under the supervision of a case manager, with opportunities to lead certain projects and cases. The ability to work on multiple cases and projects simultaneously in an effective manner is essential. Review and analyze assigned regulatory agency submission materials to ensure timeliness, accuracy, comprehensiveness, and compliance with applicable regulatory standards. These materials may include testimony, exhibits, rate schedules, compliance reports, data compilations, and discovery responses. Maintain compliance with case procedural schedules. Support the preparation and presentation of complex regulatory subjects and strategies to management. Assist in formulating or implementing Regulatory Affairs policies and procedures to ensure that regulatory compliance is maintained or enhanced. Communicate regulatory information to multiple internal departments. Provide regulatory guidance to internal departments and/or development project teams regarding design, development, evaluation, or marketing of products. Support preparation of various internal reports. Perform assigned tasks to develop problem solving and decision-making skills and deepen regulatory subject matter expertise. Conduct research and supply information as requested by senior team members. Must have strong verbal and written communication skills. Must be proficient in Excel, Word, and PowerPoint. Some knowledge of electric utility regulatory laws, rules, policies, and procedures is preferred.
