Job Title: Electrical/Substation Engineer Location: Pomona, CA/ Remote Duration: 18+ months Pay Rate: $48.91/hr
Education Requirement: Bachelor's Degree in Electrical Engineering or related field
Required Skills & Qualifications
Bachelor's degree in Electrical Engineering or related technical field. Minimum 10 years of experience in protection, substation, or distribution engineering. Active PE license. Expertise in relay settings development (12kV-765kV). Strong background in short circuit studies and protective schemes (step distance, pilot protection). Hands-on experience with GE, ABB, and SEL relays. Proficiency in CAPE, CYME, and ASPEN relay database. Familiarity with NERC PRC compliance requirements. Advanced knowledge of one-line diagrams, AC/DC schematics, and digital logic design. Skilled in developing relay settings using EnerVista UR Setup, SEL AcSELerator, URPC. Experience with symmetrical components, fault analysis, electromechanical and microprocessor relay settings. Leadership in training and mentoring junior engineers.
Day-to-Day Responsibilities
Support capital program projects (DSP, TSP, SUB IR, DSERP, etc.). Gather and evaluate data (transmission, sub-transmission, distribution systems, transformer, generator). Model systems with CAPE or equivalent software. Perform short circuit and protection coordination studies. Develop, issue, and review relay/auto-recloser settings (GE, SEL, Electromagnetic relays via ASPEN). Coordinate relay settings with neighboring utilities/balancing authorities to ensure WECC & NERC PRC compliance. Support Test Technicians in commissioning and approving relay setting files. Provide system studies and protection requirements for design teams. Occasional travel for project walkdowns or testing.
Long-Term Responsibilities
QA reviews of all protection deliverables (calculations, logic, settings). Design and review protective relaying systems for SCE's grid reliability. Review and sign off on one-line, AC/DC, and logic diagrams. Collaborate with substation, distribution, apparatus, and project engineers on expansion and automation projects.
Desired Skills
Experience developing logic diagrams and programming relays for 115-220kV bulk-power systems. Hands-on work with transformer banks, capacitor banks, reactor banks, protective fuses, auto-reclosers. Substation automation and protection upgrade project experience. Proficiency with MS Office Suite (Word, Excel, PowerPoint, Access, Visio, Project). Strong project planning, decision-making, and communication skills.
