The Information Technology Specialist II (ITS II) serves as the lead programmer and technical subject matter expert within the Financial Information Systems Team (FIST), supporting the State's Fiscal, Budgetary/Legal, and GAAP systems. These mainframe-based accounting platforms represent the State's official "book of record," enabling the preparation of financial reports in accordance with statutory and GAAP requirements. The ITS II plays a critical role in maintaining, enhancing, and modernizing these systems and their interfaces, ensuring data integrity, operational continuity, and compliance with evolving fiscal mandates.
As the lead technical resource, the ITS II performs end-to-end systems analysis of legacy financial systems and their inbound/outbound interfaces. The incumbent designs, plans, and implements improvements using a broad range of technical tools and programming languages available to FIST staff. This includes automating peripheral systems that rely on data from Fiscal, Budgetary/Legal, GAAP, and Fi$Cal platforms.
A key responsibility of this position is to act as the lead programmer and in-house subject matter expert for the Financial Information Staging Engine (FISE), a reconciliation and validation tool developed collaboratively by consultants and FIST staff. As Fi$Cal transitions to become the State's official book of record, the ITS II will maintain, enhance, and support FISE, ensuring it continues to serve as the primary source of financial data for reconciliation between legacy systems and Fi$Cal. The incumbent will also train new and existing FIST staff on the use and support of FISE, and conduct training sessions for accounting staff to ensure seamless adoption and understanding of FISE's capabilities.
The ITS II serves as the main technical SME for the multi-year Financial Information System for California (Fi$Cal) Project. This role requires deep technical knowledge of both legacy and modern systems, and the ability to support dual operations during the transition period. The incumbent ensures interoperability between platforms, manages interface complexities, and supports data validation efforts critical to fiscal reporting.
Beyond Fi$Cal, the ITS II provides SME-level support for other division-wide, departmental, and statewide projects involving fiscal system interfaces. The incumbent acts as the primary contact for data extraction and sharing with external entities, particularly during fiscal year-end cycles.
The position also involves coding, testing, debugging, and maintaining various database applications that support the Statewide Accounting and Reporting Division (SARD) and its reporting functions. This includes systems related to Budgetary/Legal accounting, GAAP compliance, SAS reporting, timekeeping, and SARD's FTP infrastructure. The ITS II analyzes critical databases and production services, develops flowcharts and documentation to illustrate system interfaces and dependencies, and maintains a centralized repository and documentation library to support system continuity, audit readiness, and operational transparency.
Finally, the ITS II provides high-level analytical and technical support to the Information Services Division (ISD) on complex systems and projects. The incumbent brings expert-level knowledge of fiscal year-end processes and coordinates with multiple units to ensure accurate, timely, and compliant financial operations.

- Experience analyzing and documenting system interfaces, dependencies, and data flows across multiple platforms, supporting both operational continuity and modernizations efforts.
- Proven ability to develop and maintain data staging or reconciliation tools that support reporting, validation and system transitions.
- Hands-on experience automating workflows and systems using scripting and integration tools to improve efficiency and reduce manual effort.
- Experience supporting dual-system operations during platform transitions, ensuring interoperability, data integrity, and continuity between legacy and modern systems.
- General understanding of accounting principles and financial data structures, with the ability to support systems that interface with accounting workflows.
- Ability to produce and maintain clear technical documentation, flowcharts, and system repositories to support operational transparency, on boarding, and audit readiness.
- Experience mentoring technical staff, conducting code reviews, and leading knowledge transfer efforts to ensure continuity and team development.
