Intro Since 1963, Sheakley has been a trusted leader in construction and quality management across federal, industrial, and high-risk environments. We are hiring a Quality Control Manager (QCM) to support the construction of a new 41,000 SF Child Development Center at Wright-Patterson Air Force Base in Dayton, OH. This role is ideal for professionals with USACE project experience who can lead quality control, ensure compliance, and serve as the sole QC representative for the GC.
The QCM will manage daily quality inspections, enforce USACE standards, coordinate audits, and oversee documentation through RMS/QCS and Procore systems while supporting the safe and compliant execution of structural and general construction activities.
Compensation Rate: $50–$52/hour (based on experience) Per Diem: Not Provided (local candidates strongly preferred) Pay Frequency: Weekly
Schedule Hours: 50–55 hours/week Schedule: Monday–Friday, Saturdays as needed
Project Scope This assignment supports the construction of a n ew single-story Child Development Center (41,000 SF) involving:
Structural steel erection and framing (primary QC focus)
Concrete placement and testing (primary QC focus)
Metal roofing and brick wall installation
Coordination and oversight of multiple trades onsite
Paperwork, permitting, and compliance documentation for the GC
Routine quality control audits, field inspections, and USACE compliance
Responsibilities include:
Implementing and managing the QC program in accordance with USACE requirements
Conducting daily inspections, three-phase inspections, and quality audits
Preparing and submitting daily QC reports through RMS/QCS and Procore
Verifying materials, testing, and workmanship against project specifications
Coordinating with subcontractors to ensure compliance with QC standards
Serving as the primary liaison with USACE representatives and project stakeholders
Qualifications ✅ USACE Construction Quality Management (CQM) for Contractors (required) ✅ Minimum 3 years of quality control experience on construction projects ✅ Previous USACE project experience strongly preferred ✅ Proficiency with Procore and RMS/QCS systems ✅ Strong documentation, reporting, and communication skills
Preferred Credentials ✅ CHST, CQA, or other quality-related designation ✅ Federal project experience in structural steel and concrete ✅ Experience as QCM on USACE or Air Force projects
Knowledge Base Strong working knowledge of USACE quality control standards and processes with emphasis on:
Structural steel inspections and documentation
Concrete placement, testing, and reporting
Federal project reporting systems (RMS/QCS)
Procore management and subcontractor compliance tracking
Three-phase QC inspection process (Preparatory, Initial, and Follow-up)
