Under the general direction of the Lieutenant, Public Safety, coordinates district access control/key-related services to ensure the safety and security of MATC by following established policies, procedures and general guidelines. Administers key services, monitors and reports potential access control/key issues to appropriate supervisor; reviews work locations; assigns and directs access control/keys to MATC faculty, staff, contractors, and project-based facility employees. Supervision received is general in nature using established procedures and general objectives with supervisor interaction limited to problems or unusual conditions. Works both independently and with other professionals in a work-team approach. Characteristic Duties and Responsibilities Serves as District contact for approvals of key/access card requests, lock work orders, lock service calls and lock emergencies; provides technical assistance to district staff on lock functions, keying, locks and door hardware, card access system, and other related key matters. Evaluates floor plans and specifications relative to key card access and lock requirements according to departmental policies and procedures; confers with vendors on keying needs; makes recommendations on appropriate key and lock systems. Develops, implements, and maintains District records and reporting systems to track and monitor lock projects, expenditures and other key-related services activity; gathers and provides factual information for reports as required. Schedules and assigns work to service personnel related to the repair and installation of lock systems; assists service personnel in troubleshooting lock problems. Maintains District key and card access systems, inventories, and monitors District access control procedures to ensure site security; schedules and coordinates contracted work according to location and urgency of need. Maintains inventory of locks, exit devices, alarm parts, and supplies; orders parts and supplies as necessary to maintain inventory; confers with vendors regarding orders. Composes internal and external correspondence related to access control matters; may proofread, verify, and correct written materials and reports to assure accuracy and completeness. Operates personal computer,, calculator, duplicating, copying, and other office equipment; operates key cutter, code cutter, grinder,, and other related key equipment. Trains and directs staff of Lock and Key Service Technicians in related key/access control systems and recordkeeping duties. Programs electronic card access system; recommends appropriate key issuance and lock systems; Updates manager of project status and ongoing issues weekly; checks P.O. box weekly, Perform all tasks related in the design, procurement, installation, maintenance and operation of the college wide locks, keys and electronic access systems, to include the creation of lock schedules to maintain the college master key and building master key system. Install, maintain and repair doors, door frames and other areas associated with locking systems and associated hardware. Performs technical lock and key-related work, including the adjustment, repair and replacement of cylindrical lock sets, key watcher boxes, deadbolt lock sets and desk and file cabinet locks. Perform tasks by using the standard tools, materials, codes, methods and safe practices of the locksmith-carpentry trade. Works closely with Public Safety and IT Department on sensitive and secure areas. Performs related duties as required or assigned. Qualifications

Compliance with all state, federal, and accreditation standards/requirements, as well as all MATC policies and procedures. Required Experience : 1 years experience in locksmith or carpentry trade, or other related building construction trades experience and 1 year of administrative/office experience.

Preferred Experience : 3 years' experience in building construction, carpentry, or other related building construction trades preferred, locksmith or carpentry trade. Required License/Certification : Wisconsin Driver's License.

Thorough knowledge of an educational and/or institutional key system such as master key system, keyways, and different locking systems. Knowledge and familiarity with maintenance and construction terminology. Skilled at problem resolution. Ability to interpret blueprints and specifications. Physical Demands: Ability to lift up to 40 lbs., carry, and push up to 40 lbs. and ability pull up to 50 lbs. Ability to climb stairs and a ladder and maintain balance. Ability to stoop, kneel, crouch, reach, hear and speak. Sitting/Standing/Walking: 50% of time spent sitting, 25% of time standing, and 25% of time walking.

Start Date : The position supports the Department of Public Safety.

Hours/Location : This is a full-time, 40 hours per week, 1.0 FTE position. In-person Hours are Monday - Friday, 7:30 am - 4:00 pm (with occasional weekends throughout the semester) This position is in-person and will serve multiple campus locations.

Hourly Rate : Salary is listed to the midpoint of the salary range and is based on the 2024/2025 rates and are determined by years of experience credit and internal salary equity.

MATC offers a choice between two medical insurance plans. See below for plan types:

Low Deductible PPO High Deductible PPO

Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll. MATC contributes a generous percentage towards medical insurance premium. Both medical plans include prescription drug coverage at no additional cost to employees. Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan. Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions. Dental Insurance

MATC offers a group dental plan through Delta Dental. Upon selection, the dental insurance plan coverage begins the first of the month following start date. Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19. Vision Insurance

MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date. Plan covers eye exam, frames, lenses and contact lenses. Group Life Insurance

MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee's annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death. Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase. Long-Term Disability

MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings. Flexible Spending Accounts

MATC offers two types of Flexible Spending Accounts (FSA):

Health Care FSA Dependent Care FSA

This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount. Retirement Savings

Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)'s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.9%), and the employee pays the full part of the employee contribution of 6.9% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employee's behalf. Contribution rates are subject to change annually as set by the State. In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis. Sick Leave

MATC offers employees a generous sick leave plan per year. Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave. Vacation

MATC offers a vacation policy to employees for the purpose of rest and relaxation. Vacation is earned at a generous rate each year of employment. (Not available for Instructors) Paid & Flexible (Floating) Holidays

MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions. MATC provides two flexible (floating) holidays per employee per year. (Not available for Instructors). Tuition Benefits:

Employees are eligible for tuition reimbursement and waiver after completing probationary period. Amount allowed per fiscal year is 18 credits at MATC or $1,400 at other accredited institutions.
