The City of Topeka is seeking a skilled and experienced Instrument Controls SCADA Manager to lead the critical operations supporting our Water and Wastewater Utilities. This is a professional, technical IT leadership role within the Water Division.
As the SCADA Manager, you will participate in and oversee the design, development, optimization, and maintenance of advanced control systems essential for the operation of water treatment, water distribution, wastewater collection, and wastewater treatment processes. You'll also be responsible for supervising a team of technical staff and ensuring efficient execution of unit goals and objectives.
What you'll do:
Contribute to and oversee installation, programming, maintenance and repair of Programmable Logic Controllers and associated components. Maintain connections to monitored and controlled equipment Manage installation and programming of SCADA software. This primarily consists of AVEVA SCADA software. Work with the IT department for cyber security monitoring and protection. Maintain the communication network architecture; Redesign and deploy existing communication systems with sub-optimal functionality and/or stability. Oversee installation, maintenance and programming of wired copper, fiber and wireless networking. Maintain databases and provide reports and access to data. Manage virtual servers Provide new replacement instrumentation. Manage the SCADA division. Manage SCADA contracts, manage SCADA projects, budgets, staff, communications, and vendor relationships necessary for accomplishing the SCADA division's goals and objectives The ideal candidate will have:
A strong understanding of PLC programming, HMI development, and SCADA systems. Knowledge of control systems, controllers, instrumentation, networking, programming, system component communications connectivity and an ability to troubleshoot, resolve, and improve and direct staff on those systems. Understanding of water and wastewater utility operations. Proven ability to manage staff and daily responsibilities, including vendor and contractors. Excellent problem-solving, organizational, and communication skills. Qualifications:
High School diploma or its equivalent is required. A bachelor's degree from an accredited college or university in electrical engineering, information technology, computer science or a related field is preferred. Formal training in SCADA, PLC, HMI or related systems is required. This may include technical training classes or vendor-sponsored training classes. Two years of experience with SCADA / PLC control systems is required; five or more years of experience is preferred. Two years of supervisory experience is required. Must and maintain a valid Kansas driver's license and meet the City's insurability requirements. Certifications to be completed within one (1) year of hire date: Microsoft administer certification network, network plus certification, and certification of completion of AVEVA system platform and historian training. Certifications to be completed within two (2) years of hire date: essay NS space ICS410 control system security with GIAC global industrial cyber security professional (GICSP) certification.
