Be part of the modernization of IT in the Department of Health and Welfare. This IT Manager III role provides strategic leadership and oversight of three critical technical teams: Custom Development, Data & Analytics, and Low Code Development. Each team is led by its own manager, and this position ensures alignment, collaboration, and delivery of innovative technology solutions. The Manager III will work closely with the Enterprise Architecture team to apply architectural patterns and implement defined standards and will partner with IT Business Liaisons to understand business needs and deliver effective solutions. This is a delivery-focused leadership role that drives modernization and ensures technology solutions advance the department’s mission.
This position requires residency in Idaho. If relocating to Idaho, the Department of Health & Welfare does not reimburse the cost of relocating. The department does not sponsor anyone with a work visa.

Assess and prioritize project requests, determine viability, define outcomes, and allocate resources effectively using Agile processes. Enforce and champion best practices in software development, analytics, and low-code delivery, including modernization and life-cycle planning. Collaborate with IT Business Liaisons to understand business needs and translate them into technical solutions that deliver measurable value, ensuring alignment with Enterprise Architecture patterns, standards, and guiding principles to support consistency and long-term sustainability. Oversee managers and technical leads, setting priorities, mentoring, and evaluating performance. Foster and cultivate working relationships with internal and external business partners to ensure business needs are met. Evaluate and recommend tools, platforms, and technologies that improve solution delivery across development, analytics, and low-code domains. Prepare and oversee project phases, schedules, and budgets, ensuring fiscal responsibility. Support data governance, analytics strategies, and adoption of low-code platforms such as Power Platform or SharePoint. MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. Typically gained by at least two years of experience performing all management elements AND completion of at least two upper division college courses or equivalent training (of more than one day) that included all the essential elements of management OR completion of a Bachelor’s degree in IT Management or closely related field. Considerable knowledge of current trends in information technology; computer hardware and software capabilities and limitations. Typically gained by at least five years of experience in the information technology (IT) field within the last ten years OR successful completion of a Bachelor’s degree in Information Technology or closely related field AND one year of work experience in the information technology (IT) field within the last ten years OR successful completion of a Master’s degree in Information Technology or closely related field. Experience supervising the staff and activities of an IT function. Typically gained by at least three years of experience supervising professional IT staff at a level equivalent to an IT Manager or IT Supervising Systems Analyst/Systems Programmer. Duties include hiring, coaching, training, evaluating, counseling, etc. Please note that leadwork experience is non-qualifying. Experience participating in short-and long-range IT planning including developing and implementing policies and procedures. Typically gained by at least two years of experience in short and long-range planning including developing and implementing policies and procedures. Experience should have included analyzing trends, identifying patterns and forecasting IT needs and developing applicable policies and procedures.
