Chicago Jobs Council (CJC) is a workforce development intermediary focused on jobseekers. CJC advocates for jobseekers by researching current issues, developing recommendations, and promoting systemic change. We build capacity in the workforce development field with training, cohort learning, leadership academies and communities of practice based on best practices. CJC also influences policies at the city, state, and federal levels to increase funding for the public workforce system, create equitable pathways, and eliminate employment barriers.

Our Vision: To create an anti-racist workforce development system and employment equity so everyone can realize their unique pathway out of poverty.
Position Scope: The Director of Community & Capacity Building must understand the workforce development landscape in Chicago, have an entrepreneurial spirit to grow this revenue-generating area of the organization and value strong relationships with service delivery providers. The Director works under the direction of the CEO, and is a member of CJC's leadership team with the Director of Administration & Operations and the Director of Policy & Advocacy. The Director will interact with internal team members and external stakeholders, including consultants, facilitators, community-based partners, government representatives, and workforce development ecosystem partners. This is a full-time position that supervises 3-5 team members and provides oversight of facilitators and consultants.
Competitive Compensation: Full-time exempt position with an annual starting salary of between $70,000 - $75,000

Key Duties and Responsibilities for Director of Community & Capacity Building:
Lead the capacity-building team and manage day-to-day operations, including the execution of short-term and multi-year initiatives and projects that support workforce development professionals in being responsive to the needs of the communities they serve. Enhance the quality of CJC's training, capacity building and technical assistance services to generate new clients and maintain existing clients to meet goals for earned revenue, resource development and programming by building relationships with workforce development organizations, funders, and other community leaders to increase CJC's reach and strengthen collaborative partnerships. Identify new markets, topic areas, and lines of business to increase the reach and revenue for the capacity building function. Facilitate public and custom trainings and provide technical assistance services for clients. Lead development, implementation, and refinement of tools and systems to measure the impact of capacity building. Remain up-to-date on best practices in capacity building and training practices. Develop and draft proposals to generate income that include scope, budgets and quotes to provide training and/or technical assistance services and ensure vendor/consultants and facilitators adhere to contract terms for external partners and clients. Responsible for participating in collaborative grant writing process with Development Manager and others when developing grants and other potential funding opportunities for the organization, which can also include site visits with funders. Oversee curriculum updates and contracts with content experts for new curriculum development, as needed. Work closely with the CEO to stay current on relevant workforce trends and understand pressing matters that participants face when navigating the workforce development system by utilizing a strategic approach that prioritizes customer input and includes continuous learning, evaluation, and adoption of data-driven decisions and best practices from the field. Use data gleaned from stakeholders, evaluative reports, planned program design changes, and literature reviews to identify gaps in capacity building offerings and develop new models of support. Understands the workforce development landscape in the Chicagoland area and understands workforce programming and employment barriers for jobseekers who utilize the workforce development system. Ability to quickly identify and cultivate relationships with other organizations, community leaders, and stakeholders to support shared goals and create collaborative opportunities with a diverse group of individuals and a wide range of stakeholders and constituents. Self-motivated and performance driven with proven ability to work independently and collaboratively meet strict deadlines, effectively solve problems and make decisions in a fast-paced environment. Demonstrated ability to effectively facilitate discussions at staff meetings, working groups, committee or task force meetings, focus groups and brainstorming sessions. Proficiency with computer applications in Windows environment, especially Google Suite and Microsoft Office applications, survey tools, online databases, website management, project management (Asana), e-learning platform (Teachable) and CRM (Neon). Education and Experience
Five to seven years of facilitation experience and oversight of curriculum development Extensive experience leading teams of professional staff and being responsible for achieving outcomes around a specific initiative, project or program Successful project management experience. Grant writing experience is a plus. Minimum post-secondary credential required; Degrees or certifications related to Human Services, Business Development, training and development, communications, advocacy, social work, etc preferred
