Job Description

Under the direction of the Administrative Director or designee, is responsible for the set up and maintenance of the Picture Archiving Communications System (PACS) for the management of diagnostic images. Assists with managing the interfaces with other imaging information systems and assures the acquisition, transfer, and storage of data is completed appropriately. Assists in managing peripheral Imaging Systems.

Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications. Performs and leads tests of software to ensure proper operation and freedom from defects. Responsible to guide and advise subject matter experts, team members, and end-users through analysis, definition, verification, and validation to ultimately ensure that the evolving application meets the strategic needs of the TCHHN.

Responsibilities

1. Develop and implement the Picture Archive Communications System (PACS).

Work with the PACS vendor to establish parameters for basic system setup and ensure that such information is programmed into the PACS. Establish a test system into which files can be loaded and upgrades can be tested. Ensures

technical solutions are in compliance with IT and TCHHN policy and procedures, Joint Commission, HIPAA and other regulatory guidelines.

2. Maintain and enhance the PACS.

Competent to work at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment.

Takes primary ownership for PACS and other interfaced application software and file maintenance support for break-fixes/optimizations/ Special Updates /upgrades/implementations. Troubleshoot and resolve system problems, or escalate them to the appropriate Christ Hospital and/or vendor staff for correction; run daily processing routines; ensure that system backups are run nightly and stored daily. Apply vendor-provided software upgrades for PACS as well as other interfaced imaging informatics applications; develop upgrade plans that include thorough testing of the new features; archive files and purge to history as required, ensure that images are being transmitted to appropriate workstations, ensure images are stored in archive for future retrieval. Advise department director when additional software or hardware is needed to perform required system activities. Maintain appropriate system logs showing daily activity and problems that arise. Collaborate with IT & HTM as needed. Supports the following applications/software associated with Radiology:

Vital Images

Powerscribe

Hologic

Pacscube CD burners

Auto Ray CD burners

Monitors (Diagnostic quality)

Imaging modalities numerous vendors( Philips, Siemens, GE, etc....)

Specific Radiologist and non radiologist needs

Nurses, MD's PA's, NP's

Numerous vendors for research patients

Participates in 24 hour on call rotation

3. Team Building and Leadership

Train Imaging staff users on the operation of all modules comprising the PACS & Peripheral Radiology Systems, both when the system is first installed and when enhancements are available through software and/or hardware upgrades.

Train other TCHHN staff (physicians, NPs, PAs) on the functionality of viewing imageds on PACS for ongoing patient care.

Assists and mentors team members and other staff, as well as serves as an orientation resource for new employees.

Develops and maintains positive relationships with the team, department members and the organization.

Participates in educational and leadership opportunities to enhance professional growth and expertise.

4. Add new user accounts as needed.

Create usuer accounts with appropriate priviledges for various levels of users.

Serves as a liaison within the TCHHN to provide technical solutions to meet user needs. Effectively communicates with users explaining the functioning of the application software and related systems to the users.

Monitors user activity to ensure patient confidentiality.

Job Description additional task/responsibility:

All other duties as assigned by Director or Manager

Access to patient records in course of normal operations to conduct the business of medical imaging is a responsibility of all designated personnel. Access of records is limited only to records that are pertinent to the patients care or regulatory requirements and only occur when necessary to carry out duties as part of the imaging team. Confidentiality and protection of all records is the responsibility of each individual. This access may occur for the reasons stated below:

• Pre procedure in preparation for the scheduled exam

• During the procedures in care of the patient

• Post procedure to follow up on care,

• To QA processes to insure data is correct

• To conduct retrospective reviews for the purpose of education, research or for compliance to ODH, MQSA, ACR or other regulatory requirements

• To respond to daily calls from patients, other departments, physicians or Physician's offices requesting us to access records to review historical procedure record.

Documentation of access must occur where appropriate and feasible in log form, comments in EPIC, HIM or McKesson or other available media/format.

Qualifications

KNOWLEDGE AND SKILLS (e.g. BSN required, MSN preferred.):

EDUCATION: Bachelor of Science focusing on Computer Science or Radiology or equivalent combination of education and experience will be considered.

YEARS OF EXPERIENCE: Candidates for this position should have at least 3-5 years of PACS experience and 2-3 years of computer and Radiology experience.

REQUIRED SKILLS AND KNOWLEDGE: The candidate should possess a good understanding of IT networking associated with PACS and other peripheral imaging IT applications and an understanding of various computer languages/coding (i.e. Unix, NT). Candidate should also have excellent interpersonal skills, analytical and problem solving skills as well as excellent written and verbal communications skills.
