Overview of position:
FEDITC, LLC is seeking to hire an experienced
Measurement and Verification (M&V) Analyst
to work in
Panama City, FL
area ,
to support third-party financed energy projects for the Department of Defense. This position requires a Certified Measurement and Verification Professional (CMVP) designation from the Association of Energy Engineers (AEE) and 5-10 years of direct experience supporting Energy Savings Performance Contracts (ESPCs). The selected candidate will be responsible for validating M&V calculations, reviewing energy savings reports, supporting baseline development, and providing technical guidance to AFCEC and associated stakeholders.
A United States Citizenship and the ability to obtain a DoD Secret Security Clearance is required to be considered for this position.
This is an upcoming opportunity contingent on contract award.
Responsibilities Review and validate M&V annual reports submitted by ESCOs for ESPC/UESC projects; provide written validation reports with findings and recommendations. Evaluate energy and project-related calculations to support government acceptance of M&V reports in accordance with ESPC/UESC Playbooks, AFIs, AF Manuals, and AF Energy Strategy. Support compliance reviews of overall M&V plans; provide written feedback on technical adequacy and adherence to federal guidance. Respond to technical inquiries on up to 60 ESPC projects per year regarding energy savings data, assumptions, and cost effectiveness. Assist installations in developing M&V plans, energy baseline methodologies, and applying metered/stipulated data. Review energy modeling outputs, Excel-based tools, and support documentation for completeness and accuracy. Draft and consolidate review comments; enter updates in government tracking systems. Provide status updates on M&V performance and support DoD and DAF reporting requirements. Perform other related duties as assigned. Qualifications
Preferred Qualifications
Familiarity with ESPC and UESC Playbooks and federal energy policy. Experience with M&V approaches (Options A-D), FEMP M&V Guidelines v4.0, and project lifecycle cost evaluation. Experience/Skills:
5-10 years of direct experience in ESPC projects with responsibility for M&V validation and energy savings analysis. Proficient in Microsoft Excel, including complex formula development and auditing engineering models. Demonstrated ability to review and provide technical feedback on ESCO M&V reports. Strong technical writing, communication, and analytical capabilities. Education:
Bachelor's degree in Engineering, Physical Sciences, or related technical field (required). Certifications:
Certified Measurement and Verification Professional (CMVP) from the Association of Energy Engineers (AEE) (required). Clearance:
Ability to obtain a DoD Secret clearance. Active clearance preferred. Must be a United States Citizen and pass a background check. Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC'S Client(s)/Customer(s)/Prime contractor(s).
