Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities

The Deliberate Execution Team as an opening for a highly skilled Principal Nuclear Facilities Specialist. This position will support ongoing missions and projects of the Nevada National Security Site.

Key Responsibilities

Provide real-time control of facility access and the movement and location of personnel and material with the facility in order to ensure that activities progress in a safe, secure, and orderly manner.

Serves as the primary point of contact to the user organization for project operations introduced by project groups of user organizations.

Serves as interface between the project team and support activities and is responsible for safe operations.

This position will conduct in-field observations, triennial matrix review and updates as required per DOE O 422.1, Conduct of Operations.

Experience with leading indicators, development of related metrics, and experience with Six Sigma methodologies for continuous improvement.

Develop clear and informative dashboards and metrics with key performance indicators (KPI) using Power BI Desktop.

Identify trends, statistical analysis, data interpretation, problem solving, and presenting information in a clear and concise manner.

Ensures facility is prepared to support work on a daily basis and that projects comply with applicable MSTS policies, programs, and procedures.

Coordinates and tracks surveillances, in-service inspections, and maintenance.

Initiates warnings and other notifications.

Ensures DOE and MSTS line management are informed of all events which could affect the health.and safety of site personnel or the public.

Perform other duties assigned by Management.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

Bachelor's degree in field related to the position or equivalent training and experience, plus at least 9 years of related experience, which included 3 years' experience in:

Nuclear operations or nuclear maintenance such as those found at a DOE nuclear facility, commercial power plant, or US Navy Nuclear Propulsion Program. Conduct of Operations (DOE O 422.1), Nuclear Maintenance (DOE O 433.1B), Transportation & Packaging (DOE O 460.1C and 461.1B), and Quality Assurance requirements (DOE O 414.1D); or

High explosives handling and operations; or chemical handling, storage, transfer, and controlled release activities. Conduct of Operations (DOE O 422.1), Transportation & Packaging (DOE O 460.1C and 461.1B), and Quality Assurance requirements (DOEO 414.1D).

Experience working with requirements-based systems in areas such as facility operations, maintenance, and/or radiological.

Proficient in using Power BI Desktop for report development and Power BI for publishing and sharing reports.

Familiar with or possess knowledge, skills, and abilities (KSAs) of Conduct of Operations per DOE O 4221.0, Personnel Selection, Training, Qualification, and Certification Requirements per DOE O 426.2, Facility Safety per DOE O 420.1, Quality Assurance requirements per DOE O 414.1, Verification of Readiness to Start-up or Restart per DOE O 425.1, Human Performance Improvements per DOE STD-1028, and Price Anderson Amendments Act requirements.

Knowledge, skills, and abilities to comply with requirements based systems and adequately provide resolutions or corrective actions to address identified weaknesses or deficiencies.

Primary work location with be at the Nevada National Security Site, located approximately 65 miles northwest of Las Vegas, NV.

Primary work schedule is Monday - Thursday (4/10s) (subject to change).

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $117,270.40 - $178,838.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
