Duties Description • Manage, report on, and administer day-to-day OGS Emergency Management & Planning work. • Contribute, as assigned, to the annual maintenance and updates of the agency emergency plans such as Continuity of Operations Plan (COOP), Emergency Management Operations Protocol (EMOP), and other plans. • Coordinate and document the deployment, pick-up, or return of agency or State resources. • Projects and tasks, as assigned, which contribute to emergency preparedness and management. • Assist with developing reports or summaries related to emergency preparedness or management. • Attend trainings, as assigned, which contribute to emergency preparedness and management knowledge.• Perform other duties as assigned related to emergency management. • Represent the agency during DHSES-OEM State EOC activation and at day-to-day OEM initiatives.• Perform other duties as assigned.Operational Needs:• Ability to respond to emergencies 24 hours a day, 7 days a week.• Possession and maintenance of a valid NYS Driver’s License is required.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:Required Experience: Four years** of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.**Substitutions: • an associate degree in a related field can substitute for two years of specialized experience; • a bachelor’s degree or higher in a related field degree can substitute for four years of experience; ORCurrent New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1 of the Civil Service Law.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
