CHIEF PROBATION OFFICER

Department: ACJC FLSA Status: Exempt

Classification/Level: UPROB Date: 9/2025

Under the direction of the Judge of the Allen Superior Court, the Chief Probation Officer is responsible for managing and supervising all operations of the Allen County Juvenile Probation Department. The Chief Probation Officer is an employee at will.

ESSENTIAL FUNCTIONS

:

Manages and oversees Juvenile Probation Department operations and changes in legal requirements and related court operations, revising and/or implementing changes in Department policies, practices, and standard operating procedures in accordance with I.C. 11-13-1-3 and provisions within Title 31. Supervises and directs all secretarial, clerical, and probation staff including corrective actions, interviewing and hiring recommendations and providing assistance as needed. Conducts regular staff meetings and confers individually with staff members for case consultations, review of court documents and department reports and other work-related issues as requested. Oversees the Probation Officers assigned to the Allen County Learning Academy and works in conjunction with the Director of Education in managing teaching staff from Fort Wayne Community Schools (FWCS), East Allen County Schools (EACS), Northwest Allen County Schools (NACS) and Southwest Allen County Schools (SACS). Responsible for the ongoing implementation and support of juvenile probation programs, the Juvenile Detention Alternatives Initiative (JDAI) and general juvenile justice reform in Allen County. Coordinates evidence based on programming, quality assurance and continuous quality improvement efforts, data collection and analysis, community collaboration and grant writing and reporting. Ensures all staff meet mandatory training requirements and coordinates on-going staff development and related education, assuring proper maintenance of professional status for Probation Officers. Meets with Allen County Juvenile Center (ACJC) department directors and probation administrators to review policies and procedures for all departments. Assures completion of annual evaluations and case review for all Probation Officers and completes performance evaluations on probation administrators and other subordinate staff as assigned. Reviews and approves all statistic and financial report on Juvenile Probation Department operations and submits quarterly, bi-annual and annual statistical reports to the State of Indiana. Works in conjunction with the Budget Analyst on annual budget and funding matters pertinent to Juvenile Probation Department operations. Attends meetings, serves on committees, and/or maintains frequent communication with a broad range of local, state and federal departments and agencies for a wide variety of purposes, including coordinating services, developing and/or improving probation and/or detention related programs, assuring compliance with applicable laws and regulations, and generally promoting juvenile services. Completes professional development workshops, training and education as required. Performs related duties as assigned and/or required by law. REQUIREMENTS:

Bachelor's degree from an accredited college or university in Public Administration, Criminal Justice or related field with ten years of experience in the criminal justice field, at least some of which includes personnel supervision/administration and/or program management State certification as a Probation Officer with continuing completion of all certification requirements Valid CPR, AED and First Aid Certification Valid Driver's License Advanced knowledge in the area of criminal justice, juvenile probation and detention standards and practices Ability to maintain confidentiality of Department records and information to ensure juvenile rights, comply with human resources laws as well as with Indiana Statute Knowledge of treatment programs and services available to juveniles from other government, social and private agencies, with the ability to assist staff in making and/or facilitating referrals as appropriate Ability to supervise and direct agency staff; providing and/or delegating the recruitment, hiring, training, evaluation, discipline and dismissal, developing and implementing policies and procedures, job descriptions and employee compensation; allocating staff according to administrative goals Strong interpersonal skills and the ability to effectively communicate with a broad spectrum of personalities in an objective manner Ability to communicate with staff, public and personnel from related government and social agencies Strong supervisory skills to be able to provide direction to subordinates Ability to multi-task and complete all duties amidst frequent distractions, interruptions and pressure from formal deadlines Possess effective keyboarding skills and functional knowledge of information systems applications to be able to communicate with staff and outside agencies as well as case management and financial record keeping Ability to use and utilize various software products in day-to-day operations. Familiarity with the following software is encouraged but not required: Quest, Spillman, DAYFORCE, Maximum security Software, and Exacq Vision Security Cameras Ability to use multi-line phone, copier, fax, calculator, adding machine and other job related equipment

DIFFICULTY OF WORK:

The Chief Probation Officer performs work that is of great intricacy and requires careful study and consideration when managing and overseeing Allen County Juvenile Center and Juvenile Probation Department operations. Judgment is needed to extensively adapt to changes in legal requirements and related court operations.

RESPONSIBILITY:

The Chief Probation Officer provides major contributions to the establishing and reviewing of policies and procedures of Allen County Juvenile Center (ACJC) and Juvenile Probation Department. General objectives are indicated and decisions are reviewed for attainment of objectives and compliance with agency policy.

PERSONAL WORK RELATIONSHIPS:

The Chief Probation Officer maintains frequent contact with the public, other County employees and juvenile delinquents and their families when overseeing the Allen County Juvenile Center and Juvenile Probation Department.

WORKING CONDITIONS:

The Chief Probation Officer works in a standard office setting and Juvenile Detention Center with frequent sitting and the ability to move about freely, some lifting of up to forty pounds, bending, pushing/pulling, reaching over head, kneeling, and very frequent typing, attention to detail, monitoring of equipment, detailed inspection, and proofreading. The Chief Probation Officer interacts with juvenile delinquents and their families and is frequently exposed to violent and/or aggressive behavior.

SUPERVISION:

The Chief Probation Officer is responsible for the interviewing, hiring, monitoring, reviewing and disciplining of six subordinate supervisors and thirty-seven non-supervisor employees.

LICENSING:

State certification as a Probation Officer with continuing completion of all certification requirements

CPR, AED andFirst Aid Certification

Valid Driver's License

Judge of the Allen Superior Court

HOURS:

Monday - Friday; 8:00 am - 4:30 pm with additional hours as needed
