General Statement

Under the direct supervision of the Assistant Director of Water Utilities, the Division Manager is responsible for ensuring the protection of the City's potable and non-potable water quality. This includes conducting inspections and audits, overseeing compliance with drinking water standards, the Texas Pollutant Discharge Elimination System (TPDES) permit, and industrial pre-treatment regulations. The Division Manager also issues wastewater permits to industrial users, prepares and submits reports to regulatory agencies, and supervises assigned staff. This position manages the City's Backflow and Pre-Treatment Programs and assists operations with compliance sampling and laboratory analysis in accordance with all local, state, and federal rules and regulations. The Division Manager must be accessible by phone 24/7 and respond to emergencies as needed, including returning to public works or other City facilities during disasters or emergency events as directed by the Director of Public Works. Residency within a 45-minute normal travel time to Kyle is required. Essential Duties & Responsibilities

Oversee the daily operations, personnel, and resources of the laboratory, ensuring its efficient and safe functioning. This role requires a combination of scientific knowledge, managerial skills, and leadership abilities. Include but not limited to, managing staff, maintaining equipment and supplies, enforcing safety protocols, and coordinating research activities. Reviews, evaluates, and monitors the City's compliance with Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEO) regulations governing drinking water, wastewater, reclaimed water, pre-treatment, and backflow prevention; drafts, updates, and maintains City ordinances as required by regulatory agencies; prepares reports and sampling schedules in accordance with EPA standards for drinking water and wastewater. Reviews, evaluates, and interprets the City's water, wastewater, and reclaimed water analysis; provides detailed reports to internal and external customers. Prepares and maintains files and records for all EPA and TCEO inspections and audits; responds to EPA/TCEO notices regarding inspections and audit activities; facilitates the timely correction of deficiencies as required. Administers the City Sewer Surcharge Program; calculates sewer surcharges based on data gathered from field samples; ensures charges are accurate and completed on schedule. Conducts a variety of staffing and personnel functions: Hires, trains, supervises, and evaluates the performance of assigned personnel. Assigns work duties; monitors the quality and progress of work performed by employees. Monitors employee sampling procedures, schedules, forms, results, records, and files for accuracy and completeness. Prepares and issues wastewater discharge permits to industrial users in accordance with EPA and TCEO regulatory requirements; reviews data to ensure permit conditions are maintained; monitors permit renewal data; updates permits as necessary. Conducts inspections of industries; reviews reports submitted by industrial users as required by permit; issues notices of violation, enforceable orders, and fines as warranted; monitors enforcement compliance schedules. Reviews monthly bacterial/chlorine data pertaining to the City's water distribution system; monitors and maintains the accuracy/completeness of related records and files as required for TCEO inspection purposes; manages projects pertaining to the implementation of new drinking water, wastewater, and reclaimed water rules and regulations; responds to inquiries from water customers regarding water quality issues; provides related follow-up testing as required. Prepares, maintains, and submits reports to the EPA and TCEO regarding drinking water, wastewater, reclaimed water, and industrial pre-treatment; reviews required data for quality and accuracy. Responsible for reporting to regulatory agencies and maintaining records for sanitary sewer overflows, preparing and submitting boil water notices when applicable, lead and copper inventory reporting, and drinking water consumer confidence report. Responsible for assisting with scheduling, collection, and maintaining records for sample collection on existing and newly constructed facilities and infrastructure. Oversee day-to-day maintenance of equipment associated with division responsibilities. Prepare reports compliant with the Texas Commission of Environmental Quality (TCEQ) Maintains records in accordance with TCEQ. Exercise sound judgment in times of crisis, as well as effectively communicate with other city staff and elected officials as needed. Represent the city during regulatory inspections, both planned and unannounced. Prepare annual budget reports for the division, work schedules, and, on occasion, attend city council meetings. Responsible for the selection and training process of new and current team members within the treatment division; responsible for the development and growth of the division, including but not limited to preparation and distribution of employee evaluations, training opportunities, and disciplinary actions as needed. Responsible for the procurement of goods/services necessary for the operation of the water quality division. Organize and facilitate meetings with staff and contractors as necessary. Regularly interact with City Management in a collaborative effort to meet the needs of and be transparent about the operations of the division. • Supervise other divisions during the normally assigned manager's absence, as needed. Minimum / Preferred Qualifications, Experience, and/or Certifications Required

Minimum Qualifications, Experience, and/or Certification Requirements:

Associate degrees in one of the following or a closely related field: Engineering Technology, Construction Management, Information Technology, Electrical Technology, Environmental Science, Business Administration. Five (5) years of progressively responsible experience in water and/or wastewater utility operations, maintenance, engineering, or related fields. Three (3) years as a supervisor. One of the following TCEQ licenses is required: Class "C" Wastewater Treatment, Class II Wastewater Collection, Class "C" Groundwater, Class "C" Surface Water, or Class "C" Distribution. Within two (2) years of employment, employees must hold one water license (Class "C" Groundwater, Class "C" Surface Water, or Class "C" Distribution) and one wastewater license (Class "C" Wastewater Treatment or Class II Wastewater Collection). • Must hold a valid Texas driver's license and maintain an acceptable driving record. Preferred Qualifications:

Bachelor's degree from an accredited university in environmental science, engineering, public administration, or a closely related field. TCEQ Class B Water/Wastewater Operator license. Knowledge, Skills and Abilities Knowledge, Skills and Abilities:
