Summary of Position: The successful candidate will provide leadership for the community-based instruction and adult services programs at the Chester County Intermediate Unit (CCIU). The candidate will lead and supervise the community-based instruction program, travel training, County Cup locations, Achieve/Adult Services Programs, Office of Vocational Rehabilitation (OVR) services, and monitor existing CCIU community relationships and development of new partnerships. This position reports to the Assistant Director of Student Services and works collaboratively with special education supervisors/administrators, professional staff and project staff.
Essential Job Responsibilities:
Supervise and evaluate the Discover Program, travel training, County Cup locations, Achieve/Adult Services and OVR programs. Develop ongoing community relationships with over 150 private and public organizations to provide jobs and/or meaningful community opportunities for students with disabilities. Monitor and evaluate program effectiveness through the lens of student and consumer outcomes. Implement new initiatives to broaden the scope of community-based programs. Manage all facets of the fiscal budgets for community-based instruction and adult services, including insurance funding and billing. Identify, create and implement robust professional development opportunities to promote optimal development of team members. Lead and manage process for program licensure. Maintain a progressive vision for the community-based Instruction programs. Consult with LEAs and parents/guardians about the range of programming options and services. Provide consistent programming across Chester County, monitoring effectiveness and assuring customer satisfaction. Ensure that staff adhere to federal, state, and local laws/regulations regarding the implementation of special education programs and services. Collaborate with county agencies/providers, particularly as students transition from school-age programming to adulthood to ensure continuity of services. Recruit, hire, onboard, and retain staffing for community-based instruction programming. Evaluate the performance of community-based instruction and adult services staff. Qualifications: Education and Experience:
Bachelor's degree required in education, vocational rehabilitation, business management, human services field, or related field
required Master's degree required in education, vocational rehabilitation, business management, human services field, or related field
strongly preferred A minimum of four years work experience in education, vocational rehabilitation, business management, human services field, or related field
required Prior experience developing job opportunities for students
required Prior experience working in community-based instruction programs
required Professional or Other Required Certifications:
Certification as a PDE Special Education Teacher, Speech & Language Pathologist, Occupational Therapist or BCBA
required PDE Supervisor of Special Education, Supervisor of Pupil Personnel Services or Principal K-12
required
(Must be eligible and willing to obtain within 18 months of hire if not currently credentialed) Salary Range 2025-2026: Administrator, Level F ($118,603/year - $177,904/year) *Placement on band is based on years of direct experience in a comparable role.* 260 day position, 7.5 hours per day, 5 days per week
