The Office of the City Council President is hiring a Deputy Director of Budget and Finance to help lead the City Council President's budgetary, fiscal, and legislative agenda.

Job Summary

The Council Budget & Fiscal Policy Specialist provides professional and analytical support to the Office of the City Council President with a focus on budget, finance, and legislative policy. This role is responsible for analyzing fiscal documents, drafting memos and reports, and coordinating with Councilmembers and staff to ensure alignment with budget priorities. The Specialist also serves as a key liaison on fiscal legislation, collaborates with Council offices to support shared priorities, and provides technical guidance related to budget policy and financial decision-making. This position requires strong analytical judgment, excellent communication skills, and the ability to operate independently in a fast-paced, highly collaborative environment.

ESSENTIAL FUNCTIONS Analyze the City's fiscal documents and agency budgets for alignment with Council President and Council priorities. Draft memos, reports, talking points, and budget-related communications for internal and external stakeholders. Coordinate and facilitate budget and fiscal policy meetings with Councilmembers and staff. Serve as the point person for budget-related collaboration and communication among Council offices. Support the legislative process related to fiscal and budgetary matters by conducting policy research, drafting summaries, and monitoring developments. Liaise with internal and external stakeholders to share budget information and gather feedback on fiscal initiatives. Monitor timelines and milestones related to the City budget cycle; ensure timely distribution of key materials and updates. Track changes and trends in agency budgets and support strategic fiscal oversight. Identify opportunities to streamline fiscal communication and improve access to information. Handle sensitive budget matters with discretion and confidentiality. Perform related duties as assigned to support the fiscal and legislative functions of the office. MINIMUM QUALIFICATIONS

Education: Bachelor's degree

Experience: Seven (7) years of experience performing exceptional analytical support for an operational, technical, or administrative function is required.

Equivalency Notes : Have an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Budgetary processes and public finance principles Research methods and techniques for data collection, synthesis, and analysis Public policy development and legislative processes Microsoft Excel and other financial or analytical tools City government structure and operations (preferred) Skills and Abilities:

Ability to analyze complex data and communicate findings clearly Strong writing and editing skills for memos, reports, and briefing materials Ability to work independently and exercise sound judgment Ability to lead meetings and facilitate collaboration across teams Ability to manage competing priorities and meet critical deadlines Ability to build and maintain effective working relationships with internal staff, elected officials, and external partners Ability to present complex information in a clear and accessible manner to a variety of audiences.

BACKGROUND CHECK

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

PROBATION

All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
