DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Under the direction of the Director of the Office of Emergency Management the Senior Division Manager will be responsible for but not limited to the following:

Ensures Houston Public Works (HPW) physical infrastructure supports optimal business operations. This role involves developing and executing maintenance programs, managing a team, overseeing vendor contracts, and ensuring compliance with safety and regulatory standards. The ideal candidate has strong leadership skills, technical knowledge of building systems, and excellent communication abilities

Oversee the upkeep, safety, and functionality of Houston Public Works buildings, grounds, and facility equipment.

Develop and implement both long-term strategic planning and the day-to-day operations of the maintenance

Oversight of HPW facility Life Safety Equipment (AED’s, STB kits, sharps containers)

Manage HPW facility contracts and contractors (examples: facility maintenance, custodial, security, trash/recycle, etc.)

Liaison with Security and Safety staff and departments

Supervision and coordination of investigations into life safety complaints and building maintenance challenges for HPW buildings

Provide onsite maintenance support during large significant citywide events and activations (hurricanes, floods, special events, etc.)

Supervise, monitor training, and create performance plans for direct reports

Other duties as assigned

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

This is a Houston Public Works Management position at the Tier I Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

EXPERIENCE REQUIREMENTS

Eight (8) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.

Substitution: A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two (2) years of non-supervisory experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES

Preferences will be given to candidates with the following:

Exceptional ability and propensity to regularly communicate pertinent information efficiently and effectively, both verbally and in writing.

Experience with project management, involving project planning, scoping, budgeting, and scheduling.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
