The Fiscal Specialist is crucial for ensuring the accuracy and integrity of our financial records, compliance with financial regulations, and efficient fiscal operations. The ideal candidate will possess a strong understanding of accounting principles, excellent analytical skills, and the ability to manage multiple tasks effectively in a fast-paced environment.

Duties and Responsibilities (* denotes essential functions): Band A:

Financial Management:

*Maintains financial records, including general ledger entries, journal entries, and reconciliations. *Assist with the proper accounting treatment of university owned capital assets ensuring conformity with Federal and State regulations, and generally accepted accounting principles. *Assist with the recording of capital asset transfers and retirement in compliance with federal and state regulations, and university policies and procedures. *Performs financial analysis of all UH Hilo funds (general, special, federal, revolving and trust funds) to ensure availability of funds.

Reporting and Analysis:

*Prepares reports, statements, and summaries for management review. *Assists with the preparation of the athletics annual EADA and NCAA annual financial reports. Compliance and Internal Controls:

*Ensures compliance with all relevant financial regulations, policies, and internal control procedures. *Assists in the development and implementation of financial processes, internal controls, accounting policies and procedures. *Supports audit preparations by providing necessary documentation and explanations. *Reviews and verifies KFS user access and roles. Payroll Support:

*Maintains a system to monitor, project, and reconcile payroll transactions. *Responsible for the initiation and preparation of payroll adjustments and corrections in accordance with UH policies and procedures. Supervision:

*Responsible for staff performance including directing of subordinates, conducting annual performance reviews and providing timely performance feedback and support. Other Duties and Responsibilities:

Perform such additional responsibilities as may be assigned. Band B:

Financial Management:

*Maintains financial records, including general ledger entries, journal entries, and reconciliations. *Serves as assistant fiscal administrator for the UH Hilo campus with responsibilities fora wide variety of financial management, accounting and fiscal related manners. *Ensures the proper accounting treatment of university owned capital assets ensuring conformity with Federal and State regulations, and generally accepted accounting principles. *Ensures that the transfer and retirement of capital assets are performed in compliance with federal and state regulations, and university policies and procedures. *Performs financial analysis of all UH Hilo funds (general, special, federal, revolving, and trust funds) and advises deans, directors and approving authorities on availability of funds, projections of revenue and expenditures, and overall fiscal affairs. Reporting and Analysis:

*Prepares reports, statements, and summaries identifying trends and variances for management review. *Prepares and submits the athletics annual EADA and NCAA annual financial reports. Compliance and Internal Controls:

*Ensures compliance with all relevant financial regulations, policies, and internal control procedures. *Assists in the development and implementation of financial processes, internal controls, accounting policies and procedures. *Responsible for and serves as the campus liaison for all department internal and external audits. *Reviews and verifies KFS user access and roles. Payroll Support:

*Reviews, records and approves payroll transactions ensuring availability of funds and fiscal appropriateness. *Maintains a system to monitor, project, and reconcile payroll transactions. *Responsible for the initiation and preparation of payroll adjustments and corrections in accordance with UH policies and procedures. Supervision:

*Responsible for staff performance including directing subordinates, conducting annual performance reviews and providing timely performance feedback and support. Other Duties and Responsibilities:

Perform such additional responsibilities as may be assigned and is designated Acting Director of Finance and Accounting in their absence.

Minimum Qualifications Band A:

Education and Professional Work Experience: Possession of a baccalaureate degree in Business Administration, Accounting, Finance, or related field and 2 year(s) of progressively responsible professional experience with responsibilities for government financial management, accounting, and fiscal services; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Functional knowledge of the principles, practices, and techniques in the areas of government financial management, accounting, and fiscal services, demonstrated by knowledge, understanding, and ability to apply concepts and terminology. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with government financial management, accounting and fiscal services. Demonstrated ability to recognize problems, identify possible causes and resolve the full range of problems that may commonly occur in government financial management, accounting and fiscal services. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals. 7. Demonstrated ability to operate a personal computer, apply word processing software, and be proficient in Microsoft Office software applications.

Band B

:

Education and Professional Work Experience:

Possession of a baccalaureate degree in Business Administration, Accounting, Finance, or related field and 4 years of progressively responsible professional experience with responsibilities for government financial management, accounting, and fiscal services; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. 2. Considerable working knowledge of principles, practices, and techniques in the areas ofgovernment financial management, accounting, and fiscal services, as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations, and theories and systems associated with government financial management, accounting, and fiscal services.

4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

7. Demonstrated ability to operate a personal computer, apply word processing software, and be proficient in Microsoft Office software applications.

8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Desirable Qualifications Band A:

Working knowledge of higher education systems; Kuali Financial System (KFS), JasperReports Server (JRS), and Banner Student Information System or similar systems utilized by institutions of higher education. Experience in financial management, accounting and fiscal services at a public, comprehensive higher education institution. State or local government experience in financial management, accounting, and fiscal services. Band B:

2. Experience in financial management, accounting and fiscal services at a public, comprehensive higher education institution.
