Main Purpose of Job

The Maryland Department of Natural Resources, Watershed & Climate Services Unit is currently accepting applications for a Long-Term Contractual Natural Resources Planner III position to serve as a Climate Land Management Specialist. The main purpose of this position is to advance the State's climate mitigation efforts through wetland restoration and conservation on the Lower Eastern Shore of Maryland. The Department was awarded approximately $43 million through a multi-state application to EPA's Climate Pollution Reduction Grant (CPRG) program to support natural carbon sequestration through restoration and conservation. The Department will use the funding to support tree planting, marsh restoration, construction of living shorelines, tidal exchange restoration, and development and implementation of Coastal Resilience Management Plans.

POSITION DUTIES

This position uses knowledge of coastal ecosystems, wetland vegetation, and climate resilience to support implementation of this award. The Specialist has the primary responsibilities of:

Coordinating the development and implementation of Coastal Resilience Management Plans on conservation easements in Dorchester, Wicomico, Worcester, and Somerset counties. Utilizing spatial data and site-level characteristics to identify strategies, tools, policies and programs that address storm surge, shoreline change, sea level rise, coastal flooding, habitat transition, saltwater intrusion, and other climate impacts on coastal lands. Collaborating with other Department staff and nonprofit partners to achieve proposed deliverables and ensure alignment with grant requirements, including tracking budgets and overseeing subawards. Working as part of the Atlantic Conservation Coalition, this position will aid in implementation of community-driven solutions that tackle the climate crisis, reduce air pollution, advance environmental justice and accelerate America's clean energy transition. Coordination is a key aspect of this role.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master's degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have knowledge and experience with:

Climate resilience and/or climate adaptation planning. Coordination and management of grants, budgets, contracts or other funding programs.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year. *Should benefits be available, this information will be discussed at the time of hire
