The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate.
Term
: The contract term for this Staff Augmentation position is intended to be
9/15/2025 - 6/30/2026
, with possible renewal, based on excellence in work provided, need, and budget availability.
NOTE
: "Term " does not mean the awarded contractor or resource are locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term.
Candidate Submission
: FDOT is accepting one (1) candidate submission per vendor for this
NEW
position.
Rate Increase
: Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration.
Quote Evaluation
: Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The submission of additional work samples, or in person interview(s) may be requested at the discretion of the Department.
Face to Face Interviews

Telecommuting
: Teleworking is not authorized for this position.
Work Hours Flexibility to work hours between 7:00 AM & 7:00 PM and/or Saturdays, either on a rotation or as part of a regular and on call work schedule.

The candidate selected for this position must be a highly motivated, self-starter, independent worker with high initiative. The candidate must have excellent communication, organization, and critical thinking skills with a keen attention to detail. The scope of work the candidate will perform is broad. The candidate will lead the enterprise-wide implementation of ServiceNow Business Continuity Management (BCM) module, ensuring seamless integration with existing ServiceNow applications and third-party systems. The candidate will coordinate with Information Security staff to implement comprehensive risk procedures across the enterprise.
5 Education
Bachelor's Degree in Computer Science or another related field.
6 Experience 5-7 years of experience in business continuity planning, disaster recovery, or enterprise risk management roles. 3-5 years of hands-on ServiceNow platform experience, including at least 2 years working with ServiceNow GRC modules (BCM, Risk Management, or Policy & Compliance) Strong background in enterprise software implementation and integration projects, preferably with ServiceNow or similar platform technologies. Experience leading cross-functional implementation projects, managing stakeholder relationships, and driving organizational change. 7. Primary Job Duties/ Tasks
The activities this candidate will be tasked with include, but are not limited to the following:
Configure and customize ServiceNow BCM module to meet enterprise requirements Integrate ServiceNow BCM with existing ServiceNow applications (ITSM, ITOM, CMDB) and third-party systems Develop custom forms, business rules, and UI policies to optimize BCM functionality Manage ServiceNow BCM system upgrades, patches, and feature enhancements Utilize ServiceNow CMDB integration to identify and map critical IT services and dependencies Configure business impact analysis (BIA) tools and automated RTO/RPO calculations Develop service dependency mapping and single point of failure identification procedures Design and implement standardized business continuity plan templates within ServiceNow BCM Configure automated plan maintenance, version control, and approval workflows Develop comprehensive ServiceNow BCM training programs for all user types Create user guides, process documentation, and self-service resources Conduct training sessions and workshops for platform users and administrators Monitor ServiceNow BCM performance and identify optimization opportunities Implement automated feedback collection and analysis procedures Develop continuous improvement workflows and enhancement tracking systems Must complete daily reporting activities Other duties as assigned 8.
