General Position Summary: The Idaho Supreme Court is seeking a highly skilled IT Stakeholder Engagement Analyst to serve as a strategic liaison between the Information Division and both internal and external stakeholders across the judicial branch. This role is responsible for building and maintaining strong relationships with Administrative Office of the Courts (AOC) divisions, judges, clerks, justice partners, and external agencies to ensure that IT initiatives are well understood, adopted, and aligned with the operational needs of the courts. This position plays a central role in stakeholder communication, technology change management, and cross-functional coordination to support modernization efforts, implementations, and ongoing service improvements. This position reports directly to the Chief Information Officer. Major Duties and Responsibilities

Acts as a bridge between IT and court stakeholders (e.g., judges, clerks, administrators, justice partners) to understand business needs, pain points, and technology expectations; Facilitates discovery sessions, interviews, and working groups to gather input on new systems, services, or changes to existing technologies; Coordinates stakeholder engagement across multiple levels of the judiciary, including AOC divisions and external partners; Supports the planning and execution of change management strategies, including user outreach, training coordination, communication plans, and readiness assessments; Drafts clear, accessible communications about IT initiatives, system changes, timelines, and impacts tailored for non-technical audiences; Maintains stakeholder maps and engagement plans for key technology initiatives; Collaborates with project managers, requirements analyst, and other technical staff to ensure stakeholder feedback is reflected in project plans and deliverables; Monitors engagement effectiveness and recommend improvements to communication and change management practices; Represents the Information Division in stakeholder meetings, governance committees, and court user groups; Coordinates with AOC division leaders and IT teams to align technology needs with budget planning cycles, ensuring proposed investments reflect business objectives and operational priorities. Minimum Qualifications

Education and Experience:
Bachelor's degree in Public Administration, Information Technology, Communication, or related field; 3-5 years of experience in stakeholder engagement, organizational change, business analysis, or IT liaison work; Strong communication skills with the ability to translate technical content into clear, actionable messages for diverse audiences; Demonstrated experience coordinating across departments, levels of leadership, and external organizations; Familiarity with court operations, legal system workflows, or justice sector entities is preferred; Certification in Change Management (e.g., Prosci), Business Relationship Management (BRM), or Organizational Communication is preferred.
Knowledge, Skills, and Abilities
Knowledge of case management systems, document management, electronic filing, or other court technology platforms; Knowledge of IT governance, user-centered design, or agile development principles; Skill in communicating, listening, and gathering information; Skill in leading, inspiring and building trust; Skill in creative thinking and innovating; Skill in problem solving and analytical thinking; Skill in understanding and analyzing business outcomes and strategies; Skill in facilitation and user engagement; Skill in conflict resolution and negotiation; Ability to plan, prioritize, and manage work; Ability to translate between technical and business language; Ability to influence and persuade business and IT leaders and IT technical teams; Ability to balance the long-term (big picture) and short-term implications of individual decisions; Ability to work effectively in a team environment.
