The Department The
Public Works Department
is a dynamic organization that readily adapts to the needs of the Torrance community by providing quality and reliable services to the public; maintaining and operating the public infrastructure and designing and managing capital improvement projects. The Department has 6 Divisions (Administrative Services, Engineering, Street Operations, Sanitation, Streetscape and Water Operations) with a combined Operating and Capital budget of over $150 million, and a staff of 208. These divisions, although different in nature and range of responsibilities, are focused and directed in the City's strategic plan for priority of infrastructure. The collaborative functional responsibilities of the six divisions include: maintaining sewer and storm drain infrastructure, including pump stations; catch basins and storm water retention basins; street sweeping; residential refuse, green/organic waste and recycling collection; maintaining concrete sidewalks, curbs and gutters throughout the City; maintaining roadway surfaces along with traffic signals, traffic striping, pavement marking and street signage; maintaining and operating the Torrance Municipal Water System that includes transmission and distribution mains, storage reservoirs, pump stations, groundwater production wells and imported water connections, as well as performing water quality assurance testing. The Department also serves as liaison to both the Traffic and Water Commissions.
The Position Under general direction, the
Engineering Manager
manages complex engineering work including the planning, design, bidding, construction and administration of public works projects; performs specialized engineering work in the analysis, design and construction of public works; and performs related work as required, including supervision of assigned staff. Attendance at Commission, City Council and other public meetings is expected.
The
Engineering Manager
will be tasked with projects related to developing the City's water supply; water main replacements; and sewer and storm drain replacements. The position also includes various assignments involving the City's Integrated Regional Watershed Management Plan (IRWMP), Enhanced Watershed Management Program (WMP & EWMP); storm water quality monitoring, reporting and compliance program (i.e. NPDES and MS4 permit, etc.) and attendance at related meetings.

Appointments are typically made between the minimum and the reference point of the range, depending on qualifications. QUALIFICATION GUIDELINES
Education and Experience Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way of obtaining the necessary knowledge and abilities would be: • Possession of a Bachelor's degree in Civil Engineering; • Five years of professional civil engineering experience involving the design and construction of a variety of public works projects, at least two of which must deal directly with managing municipal projects for any combination of the following systems: highway/ roadway, sewer, drainage, and water. License and/or Certificat
e Must possess and maintain the following:
Registration as a Civil Engineer in the State of California and an appropriate, valid California driver's license.
Ideal Candidate Successful candidates will possess the following: Ability to be proactive and manage multiple projects and priorities; Ability to focus on solutions and collaborate with others; A demonstrated ability to maintain a cohesive team environment and motivate staff towards accomplishing goals by an established deadline; Effective communication both orally and in writing; Effective public relations and interpersonal skills to work with a variety of people such as members of the public, employees, managers, and elected/appointed officials; Proven experience in successfully managing professionals, technicians, consultants, and contractors; Five years of experience managing public works projects and/or capital projects with budgets over $1 million; and Experience in identifying, securing, and administering grants to fund projects
