Project Overview The Judicial Branch Information Technology Division (ITD) develops and maintains many computer systems including legacy and next generation applications that support various criminal courts, public wellness, and national security matters throughout the lifecycle of a case. The ITD is seeking a consultant under the job title specified above to assist with reengineering the process through which other criminal justice agencies gain access to computer systems that are administered on behalf of the state's criminal courts.

Scope of Work In addition to the standard skills and experience for the job class, applicants should be prepared to discuss their achievements in modernizing or rewriting older systems to meet current business function and security requirements.

General Experience: • Eight (8) years of experience in design, development, unit testing, and solving complex engineering problems.

Technical Competencies:

.NET Framework 4 and above

ASP Classic ASP.NET (Webforms) MVC 5 Web API ADO.NET Entity Framework 6

.NET (Core) 8 and above

MVC Razor Pages Blazor Web API Entity Framework Core

Azure Authentication

Microsoft Entra GraphAPI

SQL Server (2016 and up)

Ability to write and debug complex queries (e.g., outer, self and recursive joins)

SSIS & SSRS (PowerBI) IIS (8.5 and up) Azure DevOps (TFVC and GIT) SQL Server Performance Tuning

Optimize SQL queries (Query Execution Plans, etc.) Simplify Index analysis Resolve SQL Server deadlocks Identify the root cause of SQL Server blocking problems

Bootstrap 3 and above, jQuery, jQuery UI, Moment.js, FontAwesome HTML, CSS, JavaScript, SASS Messaging APIs (e.g., Service Broker, SignalR) Understand and implement common OOP design patterns Experience writing and maintaining unit tests Experience with Production Support activities Experience converting legacy ASP Classic applications to .NET ASP and/or MVC is a plus! ll qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability or protected veteran status.
