Brief Job Description:
Under the supervision of the Communications and Planning Director, the Training Specialist VI oversees the development, implementation, and evaluation of a training program for staff in the Utilization Review unit. This includes: the development and implementation of new hire training; developing, implementing and updating training on an ongoing basis for new and existing staff in UR; working collaboratively with other units and stakeholders to ensure coinciding and/or mutually-dependent functions are accomplished; delivering training through in-person and online platforms; providing technical assistance and training for the unit to ensure consistency and quality for the unit; independently researching changes to policy and procedures to inform the training program; monitoring the effectiveness of employee training using individual or unit performance results and providing overall support for UR processes. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. May assign or supervise the work of others.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Oversees the development of a training program for UR, including development of long-range goals and implementation plans. Recommends programs to achieve UR training goals. Coordinates the design, development, and evaluation of training in classroom and distance learning settings. Consults with clinical and quality assurance staff to ensure training program meets the needs of clinical and non-clinical staff and addresses common quality assurance findings. Develops methods for assessing and evaluating effectiveness of training. Develops process documents (standard operating procedures, policies and procedures, job aides, etc.) May manage contracts for training services. May assign or supervise the work of others. 30%
Provides or coordinates routine new hire training. Training programs may typically include topics such as supervisory/management training, work skills training, team building, communications, Texas Medicaid, especially Medicaid managed care; the UR program; unit-specific policies, procedures, and tools; and multiple software applications. 30%
Evaluates and addresses ongoing UR training needs. Identifies opportunities for improving performance through analysis of quality assurance findings, conducting research and consolidating information regarding changes to policy and procedures, and consultation with management team. Develops and coordinates routine updates to training based on changes to procedures, and state and federal laws and regulations. Develops and conducts targeted training for all or subsets of staff. 25%
Provides written and verbal updates to leadership team on training program, goals, and status. Assists with the maintenance of unit SharePoint site. May provide updates regarding the UR program to agency staff, stakeholders, and the public. 10%
Perform other duties as assigned. 5%
Knowledge, Skills and Abilities (KSAs):
Knowledge of training procedures and techniques; group processes, group dynamics, and interpersonal relations; principles of adult learning; instructional design and curriculum development; medical nomenclature, techniques, procedures, and diagnoses; Medicaid and managed care regulations and procedures; utilization management and review principles and practices; and quality assurance planning and implementation.
Skill in developing, maintaining and delivering training in a variety of modalities, organizing work; written and verbal communication; the use and maintenance of SharePoint sites; and consulting, teaching, and providing clear and concise directions and reports.
Ability to oversee training programs; evaluate the effectiveness of training programs and revise training based on evaluation; assess training needs; communicate effectively; work collaboratively with all levels of staff and individuals with varying professional credentials; plan, assign, and supervise the work of others; identify and accommodate multiple learning styles; prepare, maintain, and present reports; present complex information in a clear manner, utilizing knowledge of principles of adult learning; use a personal computer, telephone conferencing functions, and components of the Microsoft Office suite and Outlook e-mail; travel independently throughout the state as necessary; gather, assemble, correlate, and analyze facts; and devise solutions to problems.

Graduation from an accredited four-year college or university. Experience delivering classroom and/or remote training. Experience using adult learning principles to develop training. Experience with learning management and authoring systems. Experience and education may be substituted for one another.
