Engineering Project Controls
Provide assistance to Project Controls management for in-house and consultant designed projects from the engineering phase through the construction phase to facilitate project delivery. Perform varied technical engineering duties related to the project development program. Coordinate and communicate with elected officials, local government staff and citizens regarding funding and resolution of local transportation project and program related issues. Coordinate public involvement process for county and district-wide projects. Provide technical advice, guidance and training regarding assigned engineering program areas. Prepare analyses, reports, and recommendations based on engineering determinations. Provide engineering support and consultation related to engineering program area. Effectively manage assigned projects to ensure timely and accurate completion. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Ability to apply engineering principles and practices. Ability to communicate effectively orally and in writing with diverse groups. Ability to draw rational conclusions and develop solutions from analysis; make independent decisions; and manage multiple assignments. Ability to enforce and demonstrate safety behaviors, as well as advocate and practice safety in everyday work activities. Ability to establish and maintain effective working relationships with others. Ability to interpret construction plans, contracts, special provisions and specifications. Ability to interpret technical data and prepare and maintain detailed reports. Ability to manage multiple projects and priorities with competing deadlines and limited resources. Ability to negotiate outcomes and work with diverse customer groups. Ability to promote continuous improvement of all aspects of contract construction. Ability to provide detailed reports on review findings. Ability to provide expert guidance regarding change order language and claims avoidance, as well as provide cost impacts and savings related to construction. Ability to read and understand highway construction plans. Knowledge engineering specifications and standards. Knowledge of VDOT, state, and federal policies and procedures relating to transportation engineering. Knowledge of engineering design and construction principles and practices to include roadway, structures, drainage and environmental. Knowledge of highway construction processes, CPM scheduling, cost estimating, quality assurance and quality control methods, and claims avoidance. Knowledge of project management procedures and principles. Knowledge of state and federal standards and regulations related to highway construction and design. Skill in providing and promoting good customer service to internal and external customers. Skill in the use of CADD for design reviews and constructability issues. Skill in the use of computers and software applications to include MS Office, project management and engineering software programs. Demonstrated ability to communicate effectively orally and in writing to include providing technical assistance to others. Experience applying engineering design and construction principles and practices to include roadway, structures, drainage and environmental. Experience interpreting construction plans, contracts, special provisions and specifications. Experience researching, identifying and resolving construction issues, as well as preparing detailed reports on findings. Experience with highway construction processes, CPM scheduling, cost estimating, quality assurance and quality control methods, and claims avoidance. Knowledge of state and federal standards and regulations related to highway construction and design. Progressive experience related to construction issues and quality improvement applications for a range of projects of varying complexity.
