Devoted to providing professional civil engineering design, contracting support, and construction oversight for a variety of the Environmental and Street Services Department’s Capital Improvement Program (CIP) stormwater infrastructure projects including roadway, water, and sewer. Incumbents perform journey-level professional engineering work performing design calculations, developing construction drawings, and acquiring permits. Work requires independent evaluation and analysis of issues and the exercise of judgment, education, and experience to select and apply criteria to resolve problems and make recommendations. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by City guidelines, management objectives and direction. Incumbents may serve as construction project managers for small and large projects or Citywide strategic initiative projects.

Responsible for performing project management duties to include scope development, contract development and administration, and schedule and budget management; reviewing project documents, plans and data; preparing technical presentations, reports, plans and correspondence; drafting agreements and ordinances; responding to citizen questions; coordinating and overseeing the work of contractors and engineering consultants; performing engineering and complex fee calculations; coordinating projects with stakeholders and/or regulatory agencies; performing engineering design work; or providing technical engineering support for the planning, design, operation and construction of stormwater facilities, projects and systems.

This position will work in the Stormwater Infrastructure Group of the Environmental and Street Services Department and primarily be responsible for planning, design and engineering of stormwater conveyance systems, contracting, and oversight of construction and professional services projects. Requires experience performing hydrology and hydraulics analysis and a solid understanding of stormwater drainage system design utilizing AutoCAD Civil 3D to fulfill responsibilities. Additional responsibilities include; project management, permitting, project manual preparation, estimation, field observation, approval of field changes and contract modifications, contractor payments, and project close out procedures. Ensures positive delivery of infrastructure projects through a full range of service and construction contracts. Other duties include providing administrative or technical support to staff, attending meetings on projects with internal and external customers, and developing advanced level engineering skill sets. Work is performed under the direct supervision of a registered licensed professional.

Duties/Responsibilities

Performs project management duties to include scope development, preparing and administering contracts, and developing and managing project schedules and budgets; develops City Council agenda items; obtains permits; reviews and approves invoices and other documentation; facilitates project meetings; participates and recommends hiring of contractors; conducts site visits; monitors contractor, consultant, and other project work; applies for and administers grants; and prepares and distributes project updates.

Prepares and/or reviews technical presentations, reports, agreements, engineering and construction drawings, contracts, plans, and correspondence; drafts ordinances and resolutions; maintains records, logs, and databases; reviews and analyzes information; researches trends; makes recommendations; and ensures compliance with City requirements, and applicable regulations, policies, and procedures.

Performs engineering design work, or provides technical engineering support for the planning, design, operation, and construction of stormwater facilities, projects, and systems; designs or reviews plans; conducts studies including collecting and analyzing data; performs engineering and complex fee calculations; and manages programming of technical systems and databases.

Coordinates with internal and external stakeholders, including regulatory agencies and the public, and attends meetings, to provide professional-level technical expertise; responds to and investigates questions, concerns, and requests; performs outreach activities; trains staff, ensuring compliance with applicable regulations, policies, and procedures.

Manages special projects when assigned, including providing guidance to staff and other managers, coordinating program and project operations, and researching and designing solutions. May lead or supervise operations of support/paraprofessional staff; coordinates operations related to application processing, billing, and infrastructure acceptance; develops operational policies and procedures; establishes work unit goals, as assigned; and ensures that all operations comply with applicable policies and procedures.

As assigned, may serve as a lead worker, assigning work and monitoring work completion, or supervise paraprofessional and support staff, to include conducting performance evaluations; coordinating training; and implementing hiring, discipline, and termination procedures.

Responsible for the preparation of professional civil engineering work performed in the planning, surveying, design, review, contracting, inspection, field supervision, and maintenance of multiple types of municipal engineering projects and systems. Develops entry level management skill sets.

Provides technical and administrative support to supervising professional engineer; responding to and investigating questions or concerns; and composing and sending technical correspondence.

Completes special projects by preparing presentations; participating in seminars; and updating standards & procedures.

This position requires solid organization and administrative skills to track multiple projects and document project status.

Other duties include providing administrative support, technical support, contractual support, attending meetings, and other duties as assigned.

Minimum Qualifications & Experience

Bachelor’s degree in Civil Engineering or Engineering Technology.

Five years of related engineering-related experience.

Valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.

Additional Preferred Skills

Engineering-In-Training(EIT) or Engineer Intern (EI) Certificate preferred.

Work requires functioning independently or acting as a lead worker of the work group. Work performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work.

Working knowledge of Access databases, ArcGIS, Excel spreadsheets, project management software and routine accounting practices is needed in the fulfillment of job duties.

Stormwater construction project management experience.

A minimum of one year of experience in areas related to the design, construction, maintenance, and/or regulation of stormwater infrastructure is preferred.

Experience in or with stormwater maintenance/regulations in municipalities.
