Existing Buildings Compliance Officer

Existing Buildings Compliance (EBC) is a division responsible for reviewing the compliance of existing buildings with the NYC Construction Codes and related code and rules and performing assessments in response to incidents. The division conducts the intake and review of compliance reports for various programs, and issues OATH summons and DOB violations and other enforcement actions. Building Rules RCNY 103-04 (FISP rule), RCNY 103-09 (Retaining Wall rule), RCNY 103-13 (Parking Structures rule), and RCNY 102-03 (Structurally Compromised Buildings rule) are the basis for all activities within this unit. The bulk of the work this unit handles regulates and reviews the mandated compliance reports and manages the initial and renewal application process for Qualified Exterior Wall Inspector (QEWI), Qualified Parking Structure Inspector (QPSI), and Qualified Retaining Wall Inspector (QRWI) designations. The division is dedicated to ensuring that all structures under its purview are maintained in a safe condition. Under direction of the Chief Compliance Officer, Faades and Local Law, the Compliance Officer will be responsible for: Perform outreach to owners, Qualified Exterior Wall Inspectors (QEWI), Qualified Parking Structures Inspectors (QPSI), Qualified Retaining Wall Inspectors (QRWI), Professional Engineers, and Registered Architects. Develop and execute certification programs for qualification of licensed professionals for the following Local Law inspections and compliance reporting: Administrative Code 28-302; 28-305; 28-217; 28-323 and 1RCNY 102-03; 103-04; 103-09; 103-13. Conduct interviews of licensed professional applicants for: Qualified Exterior Wall Inspectors (QEWI); Qualified Retaining Wall Inspectors (QRWI); Qualified Parking Structure Inspectors (QPSI). Develop and apply enhanced enforcement procedures to discipline licensed professionals with unacceptable standards of care. Provide technical support for building owners and professionals with Local Laws compliance submissions. Process in DOB NOW initial and renewal applications for QEWI, QPSI, and QRWI designations. Review and process amended reports and public protection removal requests for unsafe buildings, consulting professionals and building owners and working jointly with the Construction Safety Enforcement unit. Ensure compliance with various codes, rules and regulations including writing and issuing correspondence and commissioner's orders and appearing on behalf of the Department in court and legal proceedings. Train inspectorial and technical staff to deal with various issues arising during inspections and compliance filing reviews for various Local Laws. Respond to field emergencies 24 hours a day, 7 days a week. Act as a technical resource on building envelopes over 6 stories, existing buildings, retaining walls, structurally compromised buildings, and parking structures at a minimum. Work with Executive Engineer and Assistant Commissioner, in assisting the Office of Technical Affairs and Code Development with the NYC Construction Code revisions related to building envelopes over 6 stories, existing buildings, retaining walls, structurally compromised buildings, parking structures, and other subjects. Prepare engineering reports to the Assistant Commissioner. Participate in industry events and outreach. Examine plans and specifications for the construction, alteration or repair of building envelopes over 6 stories, existing buildings, retaining walls, structurally compromised buildings, and parking structures at a minimum. Serve as an interagency liaison as required. Additional duties and projects as needed. REMOTE WORK This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program. MINIMUM QUALIFICATIONS 1. A valid New York State License as a Professional Engineer. 2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity. PREFERRED SKILLS - Strong background and experience in design and construction. - Strong working knowledge of the current and previous NYC construction codes, rules, local laws, bulletins and memorandums. - Strong computer skills, including the use of Microsoft applications such as Microsoft Word, Excel, and Teams. - Ability to work independently and collaboratively. - Strong communication skills written and verbal. - Excellent organizational skills ability to prioritize and manage workload. 55A PROGRAM This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
