The Engineering Management Team at the Los Angeles Refinery located in Carson, California is seeking an experienced Project Controls Manager to supervise and lead the Project Controls Specialists in progressing, cost, reporting, scheduling and estimating efforts. This position reports to the Engineering & Major Projects Director and provides leadership and guidance to Project Controls Specialists, fostering continuous improvement and professional growth, while focusing on strategic leadership and governance to support division objectives. The role will advance Marathon Project Management Process knowledge base with regard to project controls deliverables and fundamentals. Responsibilities include supervising staff, interacting with other departments across Refining, championing project controls improvement, and providing expertise in evaluating, developing, and implementing project controls deliverables. The available schedules for the position are 9/80, 5/40 or 4/1; after-hours calls occur several times a month and will support TAR once or twice a year with some additional hours. Monthly forecast and annual budget season will require extra hours beyond typical business hours. Core business hours are 8:00 AM 3:30 PM. Key Responsibilities

Provide leadership and guidance to project controls staff, fostering continuous improvement and professional growth. Monitor the project controls performance of Engineering and Major Projects for Refining Project Portfolio; oversee all phases to ensure controls practices are implemented properly, staffing is appropriate, and deliverables meet quality standards. Collaborate with project teams to understand leading project controls indicators and recommend adjustments to achieve desired outcomes. Provide leadership, management and oversight for the 5-year budgeting process to ensure an accurate, timely budget submittal with quality excellence. Act as custodian for MPCs project controls standards and guidelines; manage IPS integration with P6, iTAR and iCON; ensure usage of Marathon Refining Standard Practice (MPMP) and other Marathon project management systems, tools, and procedures. Drive consistency of project controls practices across Refining; help standardize project estimating and scheduling; develop methods to capture and utilize Marathon project controls metrics for future validations and tracking improvements; work with engineering firms to ensure best practices are followed. Interface with Refining budgeting subject matter experts and project teams to ensure accuracy of Engineering and Major Project budgets; ensure alignment of project controls reporting with approvals. Provide expertise in evaluation, development, and rollout of project controls tools and software applications; identify opportunities for automation, standardization, and efficiency gains. Champion project controls training and improvement initiatives for Engineering and Major Projects; advance knowledge of project controls fundamentals and educate others on Marathons standard practices; participate in industry organizations (AACE, CII, PMI) to bring fresh perspectives to MPC Refining. Engage with project teams, senior leadership, and external stakeholders to provide data-driven insights for decision-making. Leverage project management software to streamline controls processes and ensure teams are trained in using these tools. Focus on Performance Monitoring and Continuous Improvement by tracking KPIs, analyzing historical data, and applying lessons learned to enhance estimating and scheduling efficiency. Coordinate the overall project risk management process; develop risk sensitivities, assess risk effects, prioritize mitigations, and develop procedures to enhance opportunities and reduce threats. Monitor, review, assess and occasionally audit large projects for compliance with Refining Standard Practices; align with industry metrics (CII/IPA) and ensure project needs and execution plans are represented in the annual budget. Oversee and direct the change management process for project changes, evaluating impact on cost and schedule. Participate in contractor selection including pre-qualification, bid development, bid evaluation and contract award; provide recommendations to incorporate project controls. Coordinate the resolution of audit, tax, accounting, purchasing, and legal issues related to project controls. Minimum Qualifications

Education, Experience and Skills

High School Diploma or GED required (education must be completed prior to start date). Minimum of 10 years of experience in project management, project controls, and execution with a focus on large-scale projects. Advanced skills in Excel, Primavera (P6) and SAP; proficient in Word, Outlook and PowerPoint. Strong critical thinking, communication, and interpersonal skills. Able to wear required PPE in the refinery, perform field tasks, and pass hair drug test and physical. Valid drivers license (MPC determines valid status). Legally authorized to work in the US without visa sponsorship now or in the future. Travel 10% or less. Available schedules: 9/80, 5/40, or 4/1 with after-hours as needed; core hours 8:00 AM 3:30 PM. Preferred Qualifications

Bachelors degree in Engineering, Construction Management, or similar field preferred. Previous supervisory or leadership experience preferred. Experience with IPS, iCON, iTAR, Track, RCR, Analytics, STOx, Maxavera, XENA preferred. Relocation may be available. More details at the MPC relocation page.
